Für das Großprojekt ABS/NBS Hamburg/Bremen – Hannover(HHBH) sind im Abschnitt Hamburg – Hannover für den Bestand und die Planung 3D Visualisierungen in Echtzeit zu erstellen.

Das Planungsgebiet definiert sich nach den Forderungen des Bundesverkehrswegeplans 2030 (vgl. Anlage 15), PRINS sowie den Vorbemerkungen (Anlage 1.0) .

Ziel der Visualisierung ist die Veranschaulichung des Bestandes und der entwickelten Varianten / Alternativen im Zuge der Bürgerbeteiligungen während der Planung.

Die 3D Visualisierung soll zum Zwecke der politischen Mediation und zur Planungsbegleitung in einer Echtzeit-Darstellung, Bestandsansicht und einer Planungsansicht erstellt werden.

Ziel ist die Darstellung des Projektbereiches in einem Gesamtmodell (Viewer).

Die Geltendmachung der Unwirksamkeit einer Auftragsvergabe in einem Nachprüfungsverfahren ist fristgebunden. Es wird auf die in § 135 Abs. 2 GWB genannten Fristen verwiesen. Nach § 135 Abs. 2 S. 2 GWB endet die Frist zur Geltendmachung der Unwirksamkeit 30 Kalendertage nach Veröffentlichung der Bekanntmachung der Auftragsvergabe im Amtsblatt der Europäischen Union. Nach Ablauf der jeweiligen Frist kann eine Unwirksamkeit nicht mehr festgestellt werden.

Nachtrag Nr. 14 Zusätzliche Leistungen für die Visualisierung der V20

Der Hauptvertrag beinhaltet die Visualisierung von Varianten auf Grundlage von möglichen Varianten in Grobkorridoren auf der Basis von DGM Daten. Zusätzlich zur vertraglich vereinbarten Leistung, ist es erforderlich aktuelle Ergebnisse aus der fortschreitenen Planung in die Visualisierung einzuarbeiten. Dies ist erforderlich um den aktuellen Stand der Planung visuell darzustellen.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Leistung beinhaltet folgende erforderliche zusätzliche Leistungen:- Einbindung von Isophonen Darstellungen in die existierende 3D Anwendung- Integration von Planungsergebnissen (Neubaugebiete u. ä.)- Integration eines aus der Planung neu entstandendes Überwerfungsbauwerk im TP1Die Ergebnisse dienen zur besseren Vermittlung und zum besseren Verständnis der Varianten bei der Öffentlichkeitsarbeit. Die Splittung der Leistung durch eine erneute Ausschreibung der Leistung wäre mit erheblichen zusätzlichen Kosten verbunden. Der Kostenansatz, der sich aus der erneuten Einarbeitung und Schaffung eines Grundlagenmodells ergeben würde, beläuft sich wie folgt:Stundensatz: 85€/Std Personen: 3 Dauer: 40Std/Woche 4 Monate = Die zusätzlichen Kosten würden dann nach dem oben beschriebenen Ansatz sich auf ca. 163.200€ belaufen.
