Mit STARK III hat das Land Sachsen-Anhalt eines der zentralen Investitionsvorhaben für die Kommunen und

auch für die regionale Wirtschaft in diesem Jahrzehnt begonnen. Das Programm umfasst rund 380 000 000

EUR, die bis 2020 investiert werden sollen. Alle Schulen und Kindertagesstätten im Land sollen energetisch

saniert und mit IT modernisiert werden – sofern sie den Demografie-Check bestehen.

Die Stadt Halle (Saale) beabsichtigt, den Schulstandort Sekundarschule „Am Fliederweg“, Budapester Straße

5 im Rahmen des STARK III Programmes zu sanieren. Hierfür muss ein entsprechender STARK III Antrag

erarbeitet und bis 31.10.2017 eingereicht werden. Hierzu müssen die für die STARK III Richtlinie notwendigen

Antragsunterlagen erarbeitet werden. Dazu müssen die entsprechenden Planungsleistungen ausgeschrieben

und die notwendigen Antragsunterlagen nach Z-BAU erstellt werden.

Die Planungsleistungen der Objektplanung zur Unterstützung bei der Erstellung der Anträge für die

Sekundarschule „Am Fliederweg“ werden EU-weit ausgeschrieben. Nach positivem Fördermittelbescheid,

erfolgt die Umsetzung der Sanierungsvorhaben.

Der Schulstandort befindet sich in der Budapester Straße 5 im Süden von Halle (Saale). Die Schule ist ein

Bautyp Erfurt. In dem Schulgebäude sollen zukünftig rund 385 Schüler unterrichtet werden.

Gegenstand des ausgeschriebenen Auftrages sind Leistungen der Objektplanung der Leistungsphasen 2-8

gemäß § 34 der HOAI 2013. Die Leistungsphasen werden stufenweise/optional beauftragt. Im ersten Schritt

werden die Phasen 2-3 beauftragt. Ein unbedingter Rechtsanspruch auf Beauftragung der weiteren Leistungen

besteht nicht.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Es handelt es sich bei dem Nachtrag um eine vorher nicht erkennbare Anpassung der Aufgabenstellung hinsichtlich des Ergänzungsanbaus. Dieser musste aufgrund vorhandener Leitungsführungen im Hofbereich verlegt werden und aufgrund einer Anpassung der Hochrechnung der Schülerzahlen vergrößert werden. Der Gesamtcharakter des Auftrages (Sanierung und Erweiterung der Sek Fliederweg) ist unverändert. Eine Neuausschreibung bürgt erhebliche Schwierigkeiten und eventuelle Zusatzkosten, da die Gesamtfertigstellung der Baumaßnahme und die damit verbundenen Fördermittel erheblich gefährdet wären.
