Die Leistungen sind zur Erfüllung des Hauptvertrags erforderlich. Eine Vergabe an einen anderen AN ist auch technischen Gründen nicht möglich, da sich hier Schnittstellen ergeben.

Ein erneutes Ausschreibungsverfahren ist mit erheblichen Zusatzkosten und Terminverzögerungen verbunden.
