PROJECT: RIVERBANK PROTECTION AGAINST EROSION FOR CLIMATE CHANGE ADAPTATION, LIVELIHOOD PROTECTION AND AGRICULTURAL PRODUCTION IN BAC KAN PROVINCE, VIETNAM
Technical Assistance
REQUEST FOR EXPRESSIONS OF INTEREST
1. Background
The Socialist Republic of Viet Nam has received financing from Agence Française de Développement (“AFD”) and the European Union (EU, through the WARM Facility)
toward the cost of the Project “Riverbank Protection against Erosion for Climate Change Adaptation, Livelihood Protection and Agricultural Production in Thai Nguyen
Province”. Part of the proceeds of this financing is intended to be used for payments under the contract for Technical Assistance (TA) to support the implementation of
the Project.
The Project was approved by the Prime Minister under Decision No. 172/QĐ-TTg dated 07 February 2024, and the Feasibility Study was approved by the Bac Kan Provincial
People’s Committee under Decision No. 2171/QĐ-UBND dated 06 December 2024. The Loan Agreement No. CVN 1222 01B and the Grant Agreement No. CVN 1236 09 Q5 L were signed
on 12 March 2025 between the Government of Viet Nam and AFD; followed by the Subsidiary Loan Agreement signed between the Ministry of Finance and Bac Kan Province on 12
April 2025.
The main construction components of the Project are located in the former Bac Kan City area. Therefore, the Technical Assistance component will mainly be implemented in
Bac Kan Ward, Duc Xuan Ward and Phong Quang Commune following administrative restructuring.
The Cau River is an important tributary of the Thai Binh river system in the Northeast region of Viet Nam. The river originates in Bac Kan Province (Thai Nguyen Province
after administrative reorganization), from the southern slope of Phja Bjooc peak (1,578 m) in the Van On mountain range (Phuong Vien Commune, Cho Don District), and flows
through Thai Nguyen, Phu Tho, Bac Ninh, Hai Phong and other provinces (formerly including Bac Kan, Thai Nguyen, Vinh Phuc, Bac Giang, Bac Ninh and Hai Duong), forming part
of the Thai Binh river system.
Within Thai Nguyen Province, the Cau River is an essential water source for domestic use, agricultural production and industrial activities. However, due to limited
investment resources, only certain riverbank sections have been reinforced, including: the right bank from the Truong Quan area to Huyen Tung Bridge; the left bank from
the Nam Cat stream confluence to Huyen Tung Bridge; and the left bank from Duong Quang Bridge to the Nam Cat stream confluence. Some sections of the river have experienced
sedimentation, channel narrowing and reduced storage capacity, resulting in decreased flood discharge capacity, flooding and negative impacts on the living conditions of
the population in Bac Kan Ward.
The Technical Assistance will play a central role in ensuring that infrastructure is designed, constructed, operated and maintained in accordance with applicable
standards.
The Project is implemented under the responsibility of the Thai Nguyen Provincial People’s Committee. The Project Management Unit (PMU) is the Northern Transport and
Agriculture Construction Investment Project Management Unit.
2. Scope of Consulting Services
The consulting services (“the Services”) consist in providing a multidisciplinary Technical Assistance team over an estimated period of twenty (20) months, structured
into two (2) main outputs, in full consistency with the Terms of Reference for Technical Assistance and capacity building under the Project.
Output 1 – Support to PMU for project management
The Consultant shall support the PMU in project implementation through the following main tasks:
• Support to project implementation and strengthening of project management capacity;
• Enhancement of community participation in project management and implementation;
• Support to the implementation of safeguard policies as required by the Donor;
• Monitoring and Evaluation (M&E).
• Support for E&S due diligence, application of AFD’s environmental and social requirements, and integration of climate-resilience aspects in design and
implementation.
This output aims to strengthen the PMU’s capacity to implement the Project effectively, transparently and in compliance with international standards.
Output 2 – Capacity building on general technical aspects
This output aims to ensure that stakeholders – including technical department overpassing the sole Project management office – strengthen their capacity on technical
aspects related to the impact expected by the Project, including but not limited to the following tasks:
• Conducting surveys and investigations for flood risk assessment and database development;
• Procurement of equipment, materials and operational capacity for urban management, disaster risk management and climate change adaptation;
• Strengthening monitoring capacity for rainfall, water levels and discharge in river basins, drainage systems, diversion weirs and reservoirs to support disaster
prevention and climate change adaptation;
• Development of tools and implementation of flood, flash flood and bank erosion risk assessments;
• Establishment of monitoring systems supporting forecasting and early warning of disaster risks and climate change adaptation;
• Study, integrate, and promote the application of Nature-Based Solutions (NBS) as a complementary measure to the already designed investment components, in order to
enhance the overall effectiveness and sustainability of the project.
• Strengthening capacity on general technical issues.

4. Eligibility
This Request for Expressions of Interest is open to consulting firms and consortia of consulting firms and/or specialized organizations (including non-governmental
organizations) from eligible countries as defined in the AFD Procurement Guidelines applicable to this financing.
Individual consultants are not eligible to apply as sole candidates but may participate as experts within teams proposed by consulting firms or consortia, in accordance
with AFD rules.
Interested Consultants must not be in any of the exclusion situations referred to in the Statement of Integrity, Eligibility and Environmental and Social Responsibility
(Appendix 1).
5. Shortlisting criteria
Consultants will be shortlisted based on the following main criteria, assessed at the level of the firm/consortium:
5.1. General experience
The Applicant shall demonstrate solid general experience in providing technical assistance and capacity building for public entities in the fields of water resources,
irrigation, rural development or agriculture over the past ten (10) years. This includes experience across multiple countries in supporting Project Management Units
(PMUs), agricultural authorities, irrigation and water operators, or other relevant public institutions in the preparation, implementation and supervision of investment
projects.
5.2. Specific experience
The Applicant shall demonstrate relevant and successful experience in assignments of similar nature and complexity, including:
• Project management and supervision of irrigation works, dikes, riverbank protection, dams and reservoirs;
• Operation, maintenance and asset management of irrigation systems;
• Capacity building for stakeholders on flood risks, climate change adaptation, operation and maintenance, etc.;
• Environmental and social assessment and management, including land acquisition monitoring, implementation of ESMPs, community engagement, gender mainstreaming,
grievance redress mechanisms and integration of climate resilience.
5.3. Regional experience
The Applicant shall demonstrate experience in Southeast Asia, preferably in Viet Nam, in similar institutional, climatic and geographical contexts, particularly in
mountainous or ethnically diverse areas where water constraints, land degradation and climate change affect agricultural and water management practices.
5.4. Team composition and expertise
The Applicant shall demonstrate the capacity to mobilize a multidisciplinary team combining international and national expertise, covering at least the following
fields:
• Project management and contract management, including planning, monitoring and reporting;
• Hydrology, irrigation and hydraulic engineering;
• Operation and maintenance of irrigation systems, asset management, operational rules and maintenance planning;
• Institutional strengthening and capacity development;
• Environmental and social safeguards, including land acquisition monitoring, ESMP implementation, climate adaptation, gender and social inclusion.
Only the experience of the firm(s) (not individuals) will be considered at this stage. No CVs are required at this stage.
6. Content of the Expression of Interest
Interested Consultants are invited to submit their Expression of Interest in English (with an optional Vietnamese version for information only), providing the following
information and documents (submission in a single PDF file is recommended):
1. A cover letter duly signed by an authorized representative, expressing interest in providing the Services and confirming acceptance of the terms of this REOI.
2. Presentation of the firm / consortium, including:
• Legal status, ownership structure, year of establishment;
• Organization, main areas of activity, and offices (headquarters and regional offices);
• For each member of a joint venture/consortium: role (lead/partner), percentage participation and specific competencies.
3. Evidence of general and specific experience relevant to the assignment (no more than twenty (20) representative projects), presented in a standard format (project
title, location, client, period, budget, key features, services provided and role of the firm). Priority will be given to assignments demonstrating experience in directly
relevant fields, including:
• Irrigation works, dikes, riverbank protection, dams, reservoirs, pumping stations and related infrastructure;
• Technical assistance and capacity building for stakeholders;
• Operation and maintenance (O&M) of irrigation infrastructure;
• Environmental and social management in rural infrastructure or agricultural development projects, including land acquisition monitoring, ESMP implementation, community
engagement and gender mainstreaming;
• Assignments carried out in Viet Nam or Southeast Asia, preferably in mountainous areas or similar contexts.
4. A brief description of the proposed multidisciplinary team structure (no CVs required at this stage), indicating at least the following key experts:
• Team Leader: with strong experience in infrastructure project management;
• Disaster Risk Management and Climate Change Adaptation Expert;
• Irrigation Engineer;
• GIS Expert;
• Monitoring and Evaluation (M&E) Expert.
5. Statement of Integrity, Eligibility and Environmental and Social Responsibility duly completed and signed (Appendix 1), using the AFD standard template attached to this
REOI.
6. Any other information the Consultant considers relevant for the shortlisting process (e.g. quality management systems, anti-corruption policies, etc.). No financial
proposal is required at this stage; any financial information will lead to rejection of the Expression of Interest.
7. Other requirements:
• Validity period of the Expression of Interest dossier: 90 days
7. Procedure and selection method
The Consultant will be selected in accordance with the AFD Procurement Guidelines for contracts financed in foreign countries applicable to this financing.
The procedure will follow a two-stage process:
1. Shortlisting based on the Expressions of Interest received;
2. Restricted competitive selection among shortlisted Consultants, through a Request for Proposals (RFP) including technical and financial proposals, evaluated using the
Quality- and Cost-Based Selection (QCBS) method.
8. Submission of Expressions of Interest
Expressions of Interest must be submitted in English in:
• one (01) original hard copy;
• four (04) copies (including one (01) Vietnamese version);
• one (01) electronic copy on USB.

Expressions of Interest must be submitted no later than:
05:30 pm (local time in Thai Nguyen Province), 30th April 2026
Late submissions will not be considered and will be returned unopened.
9. Clarifications
Interested Consultants may request additional information or clarification in writing at the address above no later than ten (10) days prior to the submission
deadline.
The Client will respond in writing and may, at its discretion, share the clarification (without disclosing the source of the request) with all Consultants who have
received this REOI.
10. Disclaimer
The Client reserves the right to modify, postpone or cancel the procurement process at any stage, without incurring any liability to the Consultants and without obligation
to inform them of the reasons for such decision.
Submission of an Expression of Interest does not give rise to any claim or right for the Consultant to be invited to submit a proposal or to be awarded the contract.
