This study will undertake a comprehensive cost benefit analysis to assess the economic, technical,
financial, and institutional implications of Vietnam-Thailand-Malaysia-Singapore (VTMS) cross-border
and multilateral power trade, providing evidence-based inputs to support ASEAN Power Grid
implementation and policy decision-making. The purpose of the study is to provide robust,
evidence-based insights for policymakers to evaluate the viability, benefits, risks, and feasibility of
different VTMS trading scenarios, including infrastructure needs, investment structures, and regulatory
readiness. Ultimately, the study supports informed decision-making on how VTMS can be phased and
implemented to advance the ASEAN Power Grid and regional energy integration. This project is part of
the ASEAN Power Grid Advancement Program (APG-AP) that is co-funded by the EU-ASEAN Sustainable
Connectivity Package (SCOPE) Energy
