1. Background
The Socialist Republic of Viet Nam has received financing from Agence Française de Développement
(AFD) and the European Union (EU – WARM Facility) to implement the Tuan Giao Water Mobilization
and Climate Resilient Agricultural Development Project in Điện Biên Province. A portion of this
financing is intended to be used for payments under the contract for Technical Assistance (TA) to
support project implementation, institutional strengthening, O&M preparation and climate-resilient
agriculture in the Tuan Giao area.
The Project aims to address chronic water shortages and climate-related vulnerabilities in Tuan Giao,
a mountainous district now incorporated into the reformed provincial administrative system. The
investment includes (i) the mobilization of raw water resources from the Sái Lương reservoir and
associated headworks, (ii) the construction and upgrading of pressurized irrigation schemes
supplying agricultural and domestic uses, (iii) the development of climate-resilient, diversified
agricultural systems, and (iv) the strengthening of the institutional capacity of Điện Biên Province,
Department of Agriculture and Environment, Department of Industry and Trade, Department of
Construction, Department of Finance, the Project Management Unit (PMU) THE DIEN BIEN
PROVINCIAL PROJECT MANAGEMENT BOARD FOR AGRICULTURAL AND RURAL
DEVELOPMENT WORKS, and the Irrigation Management Company (IMC).
The intervention area has domestic water for villages, and irrigation targets comprising 207 reservoirs,
existing and upgraded pressurized networks, intercropping systems, macadamia-based
agroforestry, fodder development on 16.000 ha, and improved water allocation to priority crops and
farming systems.
The TA will play a central role in ensuring that the infrastructure is designed, built, operated and
maintained in accordance with international standards, and that farmers and provincial institutions adopt
resilient, water-efficient and economically viable practices.CVN1299 – Tuan Giao – Technical Assistance - REOI 2/12
The Project is implemented under the responsibility of the Dien Bien Provincial People’s Committee
(PPC), through a dedicated Project Management Unit (PMU) THE DIEN BIEN PROVINCIAL
PROJECT MANAGEMENT BOARD FOR AGRICULTURAL AND RURAL DEVELOPMENT WORKS,
in coordination with the Irrigation Management Company (IMC) and the Department of Agriculture
and Environment (DAE).
2. Scope of consulting services
The Consulting Services (“the Services”) consist in providing a multidisciplinary Technical Assistance
team over an estimated duration of 48 months, structured into three (3) main Outputs fully aligned with
the Terms of Reference of the Tuan Giao Technical Assistance.
Output 1: Support and report to the PMU in the implementation and monitoring of the project
The Consultant will strengthen the PMU’s capacity to plan, coordinate and monitor the implementation
of the Project. Activities include:
Establishment and operationalization of the project monitoring and evaluation (M&E) system,
including indicators, collection tools and analytical frameworks;
Advisory support for the review of detailed design and execution studies, and for construction
oversight, helping the PMU to verify compliance of works and studies with technical
specifications;
Assistance in preparing quarterly and annual progress reports to AFD/EU, consolidating
technical, financial, safeguard and operational information;
Support to budgeting, procurement planning, disbursement forecasting and
administrative/financial management;
Implementation of the communication and visibility plan, stakeholder engagement activities, and
reporting obligations;
Support to environmental and social safeguard compliance, including ESMP monitoring,
grievance mechanism strengthening, and gender mainstreaming according to the Gender
Action Plan.
This Output reinforces the PMU’s ability to deliver the Project efficiently, transparently and in compliance
with international standards.
Output 2: Support on O&M activities to DAE & IMC
The Consultant will support IMC (future operator of the hydraulic infrastructure) and the DAE in preparing
operational readiness for the Sái Lương dam, intake structures, pressurized irrigation network,
regulating tanks and associated infrastructure. Activities include:
Development of a comprehensive O&M strategy covering institutional responsibilities, operation
rules, preventive and corrective maintenance plans, and emergency procedures;
Preparation of an O&M Manual tailored to the Tuan Giao system, including procedures for dam
operation, hydromechanical equipment, break-pressure tanks, regulating ponds, and future
SCADA functions;
Establishment of an asset management framework, including GIS-based inventory,
maintenance planning tools, and budgeting principles for sustainable O&M;
Capacity building through training and on-the-job coaching for IMC and DAE technical teams
(hydraulic operation, maintenance, troubleshooting, safety, metering, customer relations);
Support to the creation or strengthening of Water Users Organizations (WUOs), including
statutes, training, water allocation rules and community-level maintenance;
Support for commissioning activities and handover procedures for all hydraulic structures.
Study tours and student grants included in the TDR will support the adoption of good practices and
knowledge transfer.
Output 3: Support on agricultural development to DAE
The Consultant will assist DAE in promoting climate-smart, diversified and economically viable farming
systems adapted to the agro-ecological conditions of Tuan Giao. Activities include:
Development of macadamia-based agroforestry systems over approximately 800 ha, including
planting techniques, soil fertility management, pest and disease control, and post-harvest
practices;
Support to integrated crop–livestock systems for around 1,000 households, including fodder
production, silage preparation, composting and manure management;
Implementation of soil erosion control measures over about 300 ha, based on the installation

Promotion of water-efficient irrigation practices for high-value crops (horticulture and fruit trees),
including irrigation scheduling, soil-moisture monitoring, mulching, and climate-resilient
practices;
Design and implementation of training programmes (Farmer Field Schools, demonstration plots,
extension materials) for DAE staff and farmers.
All activities will support the adoption of resilient farming systems, enhance household incomes, and
promote sustainable natural resource management.
The TA will combine long-term presence in Dien Bien/Tuan Giao with short-term specialized
missions, and will operate through a framework contract with semi-annual Letters of Order jointly
agreed with the PMU.
The detailed description of the Services will be provided in the Terms of Reference (ToR) attached to
the Request for Proposals (RFP) which will be issued to the short-listed Consultants.

4. Eligibility
This Request for Expressions of Interest is open to consulting firms and consortia of consulting

5. Shortlisting criteria
Consultants will be short-listed on the basis of the following main criteria, assessed at the level of the
firm / consortium:
1. General experience
The Applicant shall demonstrate solid general experience in providing technical assistance and
institutional capacity building to public entities in the water resources, irrigation, rural
development or agriculture sectors, over the last ten (10) years. This includes experience in several
countries, supporting project management units (PMUs), agricultural administration, water & irrigation
operators, or relevant line agencies in the preparation, implementation and monitoring of investment
projects.
2. Specific experience
The Applicant shall demonstrate relevant and successful experience in assignments of similar nature
and complexity to those required for the Tuan Giao Project, including:
Technical design review, construction advisory services and commissioning support for
water resources mobilization projects, such as dams, intakes, and pressurized irrigation
systems (including medium- to large-diameter pipelines) in rural or mountainous areas.
Operation, maintenance and asset management of irrigation schemes, hydromechanical
equipment, and rural water supply systems, with proven experience supporting public operators
or irrigation management companies (IMCs or equivalents).
Experience in the development or strengthening of O&M strategies, operational guidelines,
hydraulic operation rules, emergency procedures and maintenance planning for water

Agricultural advisory services, including the design and implementation of programmes
related to water-saving irrigation, crop diversification, agroforestry, climate-resilient agriculture,
integrated crop–livestock systems, and soil conservation—particularly in hilly or erosion-prone
regions.
Environmental and social assessment and management, including ESMP implementation,
community engagement, gender mainstreaming, grievance redress mechanisms and climate
resilience integration.
3. Regional experience
The Applicant shall demonstrate experience in Southeast Asia, and preferably in Viet Nam, in similar
institutional, climatic and topographic contexts, if possible in mountainous or ethnically diverse areas
where water constraints, land degradation and climate variability influence agricultural and water
management practices.
4. Team composition and expertise
The Applicant shall demonstrate its ability to mobilize a multidisciplinary team, combining international
and national expertise, covering at least the following areas:
Project management and contract administration, including planning, monitoring and
reporting;
Hydraulic engineering, with expertise in dam outlets, headworks, pressurized irrigation
systems, hydromechanical equipment and rural water infrastructure;
Operation and maintenance of irrigation schemes, asset management, hydraulic operation
rules and maintenance planning;
Agricultural development and agronomy, including agroforestry (notably macadamia),
irrigation agronomy, crop–livestock systems, soil fertility management and climate-resilient
farming systems;
Community-based organizations, including support to Water User Organizations (WUOs),
participatory planning and training systems;
Institutional strengthening and capacity development, including adult training methods,
extension services and farmer field schools;
Environmental and social safeguards, including ESMP implementation, climate adaptation,
gender and social inclusion.
Only the experience of the firm(s) (and not of individuals) will be taken into account at this stage. No
CVs are required at this stage.
6. Content of the Expression of Interest
Interested Consultants are invited to submit their Expression of Interest in English (with an optional
Vietnamese version, for information only), providing the following information and documents (one single
PDF file is recommended):
1. Cover letter duly signed by an authorized representative, expressing interest in providing the
Services and confirming acceptance of the terms of this Request for Expressions of Interest.
2. Presentation of the firm / consortium, including:
o Legal status, ownership structure, year of creation;
o Organization, main areas of activity, and offices (headquarters and regional offices);
o For each member of a JV/consortium: role (leader/partner), percentage participation
and specific competencies.
3. Applicants shall provide evidence of relevant general and specific experience (no more than
twenty (20) major references), presented in a standard table format (project title, location, client,
period, budget, key features, services provided, and role of the firm). Priority will be given to
assignments demonstrating experience in areas directly relevant to the Tuan Giao sub-project,
including:
o Water resources mobilization and small dam projects, including intake structures,
spillways, rural distribution systems and pressurized irrigation networks in mountainous
or remote areas;
o Technical Assistance (TA) and institutional capacity building for public entities involved
in rural water management, irrigation development, agricultural services or communitybased natural resource management;
o Operation and maintenance (O&M) of small reservoirs, intake works and rural irrigation
schemes, including hydromechanical structures, regulating ponds and communitymanaged water distribution systems;CVN1299 – Tuan Giao – Technical Assistance - REOI

o Agricultural extension and climate-resilient farming systems, including agroforestry
(notably macadamia), crop–livestock integration, fodder production, soil fertility
management, soil erosion control on slopes, and the development of demonstration
plots and Farmer Field Schools;
o Environmental and social management in rural infrastructure or agricultural
development projects, including ESMP implementation, community engagement and
gender mainstreaming;
o Assignments carried out in Viet Nam or Southeast Asia, preferably in mountainous
areas or in similar institutional, socio-economic and climatic contexts.
4. Applicants shall provide an indicative description of the multidisciplinary team expected to
deliver the assignment. The team should combine international and national expertise and shall
cover at least the following profiles, as reflected in the Terms of Reference of the Tuan Giao
Technical Assistance:
o Team Leader, with strong experience in project management of rural development or
water resources projects funded by development partners;
o Hydraulic / O&M Engineer, with experience in the operation and maintenance of small
dams, intakes, pressurized irrigation networks, hydromechanical structures and rural
water infrastructure;
o Hydromechanical / intake & distribution systems specialist (short-term), supporting
design review and construction quality advisory functions;
o Asset management / GIS specialist, experienced in infrastructure inventory, preventive
maintenance planning and O&M budgeting;
o Institutional specialist for Water User Organizations (WUOs), supporting communitybased water management and local governance;
o Agricultural development expert, with expertise in climate-smart agriculture, including
agroforestry (macadamia), crop–livestock systems, fodder production and soil fertility
management;
o Soil conservation / erosion control specialist, with experience in grass strips and slope
protection in mountainous environments;
o Training and extension specialist, experienced in Farmer Field Schools, participatory
methods and knowledge transfer to DAE extension services and farmers;
o Environmental and social safeguards expert (short-term), supporting the PMU in
monitoring ESMP implementation and grievance mechanisms.
This list is indicative and non-binding for the future Request for Proposals.
5. Statement of Integrity, Eligibility and Environmental and Social Responsibility duly
completed and signed (Appendix 1), using the AFD standard form attached to this Request for
Expressions of Interest.
6. Any other information the Consultant considers relevant for the shortlisting process (e.g.
quality management systems, anti-corruption policies, etc.).
No financial proposal is required at this stage; any financial information will result in the rejection of
the Expression of Interest.
7. Other requirements: - Validity period of the Request for Expression of Interest (REOI): 90 days
7. Procedure and selection method
The Consultant will be selected in accordance with the AFD Procurement Guidelines for financed
contracts in foreign countries applicable to this financing (available on AFD’s website).
The procedure will follow a two-stage process:
1. Shortlisting based on the Expressions of Interest received;
2. Restricted competitive selection among shortlisted Consultants, through a Request for
Proposals (RFP) including technical and financial offers, evaluated on the basis of a Qualityand Cost-Based Selection (QCBS) method.
8. Submission of Expressions of Interest
Expressions of Interest must be submitted in English (with optional Vietnamese version for
convenience) in one (01) original hard copy and one (01) electronic copy on USB (or by email if

without incurring any liability to the Consultants and without obligation to inform them of the reasons for
such decision. Submission of an Expression of Interest does not give rise to any claim or right for the
Consultant to be invited to submit a proposal or to be awarded a contract.

- Statement of Integrity, Eligibility and Environmental and Social Responsibility

1. We recognize and accept that Agence Française de Développement (“AFD”) only finances
the projects of the Contracting Authority subject to its own conditions, as set out in the
Financing Agreement that directly or indirectly binds it to the Contracting Authority. The
Contracting Authority retains exclusive responsibility for the preparation and
implementation of the procurement process and performance of the Contract.
Consequently, no legal exists between AFD and our company, our joint venture, and our
subcontractors. The Contracting Authority may also mean the Client, Employer or
Purchaser, as the case may be, for the procurement of works, goods, plants, equipment,
consulting services , or non-consulting services.
2. We hereby certify that neither we, nor any person acting on our behalf,2 nor any of the
members of our joint venture, nor any of our subcontractors, are in any of the following
situations:
2.1 Being bankrupt, wound up or ceasing our activities, having our activities administered by the
courts, having entered into receivership, or being in any analogous situation arising from any
similar procedure;
2.2 Having been, within the past five years, subject to a final administrative sanction, a final
conviction issued by a competent authority, or any other non-court resolution3 having notably
an extinctive effect on public action, either (i) in the country where we are constituted, (ii) in
the country of performance of the Contract, (iii) in the context of the procurement or
performance of an AFD-financed Contract, (iv) pronounced by a European Union institution,
or (v) pronounced by a competent authority in France, for:
a) Prohibited Practices, as defined in Article 6.1 below, or for any other offence
committed in the context of the procurement or performance of a Contract (in the
event of such sanction, conviction or non-court resolution, we may attach
additional information to this Statement of Integrity, such as a compliance
program, showing that we (or the person acting on our behalf, the member of our
joint venture, or our subcontractor) consider that this sanction, judgement or noncourt resolution is not relevant in the context of the Contract, where applicable);
b) Participation in a criminal organization, terrorist offences or offences related to
terrorist activities, child labor, or other offences related to human trafficking;

the Mutual Recognition Agreement of 9 April 20104 (in the event of such ineligibility, we may
attach additional information to this Statement of Integrity showing that we consider that
such ineligibility is not relevant in the context of the Contract, where applicable);
2.5 Not having fulfilled our fiscal obligations relating to the payments of our taxes or social
contributions in accordance with the legal provisions of our country of incorporation or of the
country of the Contracting Authority;
2.6 Having created falsified documents or committed misrepresentation when providing the
information requested by the Contracting Authority in the context of the procurement and
award process for this Contract.
3. We hereby certify that neither we, nor any party acting on our behalf5, nor any members
of our joint venture, , , nor any of our subcontractors, nor any of our direct or indirect

Contracting Authority, unless the resulting conflict of interest has been brought to the
attention of AFD and resolved to its satisfaction.
4.2 Having business or family relations with a member of the Contracting Authority’s services
involved in the procurement process or the supervision of the resulting Contract, unless the
resulting conflict of interest has been brought to the attention of AFD and resolved to its
satisfaction;
4.3 Controlling or being controlled by another applicant, bidder or consultant, or being under
common with another applicant, bidder or consultant, receiving subsidies from another
applicant, bidder or consultant, or granting subsidies to another applicant, bidder or
consultant, directly or indirectly, having the same legal representative as another applicant,
bidder or consultant, maintaining direct or indirect contacts with another applicant, bidder or
consultant allowing us to (i) have given and/or give access to information contained in our

used for the procurement process in question, and that contain provisions likely to favor an
application, bid or proposal;

procurement procedure, and which thereby confer us an unfair competitive advantage;
4.7 In the case of a procurement procedure for works, plants, equipment or goods, having been
selected ourselves or proposed to be selected (or any of our subsidiary companies having
been or being proposed to be selected) to carry out supervision or inspection of the services
in the context of this Contract.
5. If we are a state-owned entity or a public enterprise, to participate in a competitive
procurement process, we certify that we have legal and financial autonomy and that we
operate under commercial laws and regulations.
6. In the context of the procurement and performance of the Contract:
6.1 Neither we, nor any party acting on our behalf,2 nor any members of our joint venture, nor
any of our subcontractors, have committed or shall commit a Prohibited Practice as defined
in the document entitled “AFD Group’s Policy to Prevent and Combat Prohibited Practices”
available on AFD’s Website.6
6.2 Neither we, nor or any party acting on our behalf,2 nor any members of our joint venture, nor
any of our subcontractors, shall acquire or provide have acquired or provided (in the case of
refinancing for a Contract already awarded) in sectors subject to an embargo by the United
Nations, the European Union or France.
7. We hereby undertake to, and we undertake to ensure that any party acting on our behalf,2
any members of our joint venture, and any of our subcontractors undertake to:
7.1 Comply with the environmental standards recognized by the international community,
including the international conventions for the protection of the environment and, in
particular, take all reasonable steps to avoid or limit negative effects on vegetation,
biodiversity, soils, groundwater and surface water, and on persons and property resulting
from pollution, noise, vibration, traffic and other effects resulting from our activities, in
accordance with the laws and regulations applicable in the country of performance of the
Contract.
7.2 Implement measures to mitigate environmental and social risks when they are indicated in
the environmental and social management plan provided by the Contracting Authority, and
ensure that the emissions, surface discharge and effluents produced by our activities respect
the limits, specifications or requirements applicable to the Contract.
7.3 Respect the rights of workers related to wages, working hours, rest periods and vacations,
overtime, minimum age, regular payments, compensation and benefits, in accordance with
the standards recognized by the international community, including the fundamental
conventions of the International Labour Organization (ILO), in accordance with the laws and
regulations applicable in the country of performance of the Contract; indicate these elements
in a document annexed to the employment contracts of our employees and made available
to the Contracting Authority; and respect and facilitate the rights of workers to organize
themselves and set up a complaints management mechanism for direct or indirect workers.
7.4 Implement practices for non-discrimination and equal opportunities, and ensure the
prohibition of child labor and forced labor.
7.5 Keep a record for each member of the local staff recording the hours worked by each
person, the type of work, the wages paid and the training undertaken, and ensure that these
records are available at all times to be inspected by the Contracting Authority and the
authorized representatives of the government, in accordance with the laws and regulations
applicable to the protection of personal data in the country of performance of the Contract.
8. We, any party acting on our behalf,2 the members of our joint venture, our subcontractors,
our direct or indirect shareholders, and our subsidiaries, authorize AFD to conduct
investigations and, in particular, inspect the documents and accounting records relating to
the procurement and performance of the Contract, including, but not limited to, our internal
processes and rules related to the respect of international sanctions pronounced by the

United Nations, the European Union and/or France, and to have them verified auditors
appointed by AFD.

APPENDIX 2 – Project Description (for information only)
1. Project background and justification
Tuan Giao, located in Điện Biên Province in North-West Viet Nam, is among the regions facing the most
severe structural water scarcity and climate vulnerability. The area combines rugged topography,
karstified geology and dispersed rural settlements, resulting in very limited mobilization of surface water
and heavy dependence on rainfed agriculture. The district’s population—approximately 95,000
inhabitants—is predominantly made up of ethnic minority households relying on subsistence farming,
with poverty rates reaching 45%.
Over recent decades, demographic pressures, land degradation on steep slopes, and the intensification
of climatic hazards (droughts, erratic rainfall, flash floods, landslides) have further exacerbated water
insecurity. Projections indicate that by 2030, dry-season water availability in several communes will fall
short of domestic and agricultural demands, undermining food security and rural livelihoods.
In this context, the Province has identified the development of the Sai Luong reservoir and its
associated bulk water transfer system as a strategic investment to secure water resources, stabilise
agricultural production, and reduce vulnerability to climate risks. The project is fully aligned with national
priorities on climate adaptation, sustainable rural development, and poverty reduction.
2. Project objectives
The overall objective of the project is to ensure reliable and climate-resilient water availability for
domestic and productive uses in Tuan Giao, while supporting the transition toward diversified and
sustainable agricultural systems.
More specifically, the project aims to:
Mobilize and regulate a new, secure water resource through the construction of the Sai Luong
reservoir;
Transfer and distribute water efficiently across 10 communes through a high-capacity pipeline
and distribution system;
Strengthen the institutional and operational capacity of the Province, the IMC and DAE for
sustainable operation and maintenance (O&M);
Support the development of resilient agricultural models (macadamia, intercropping, crop–
livestock systems, soil conservation) that enable local households to increase and stabilize their
incomes.
The project is therefore conceived as both an infrastructure and a rural development intervention,
addressing water security challenges while promoting inclusive and climate-resilient growth.
3. Project description
3.1 Sai Luong reservoir
The project’s core infrastructure is the construction of the Sai Luong reservoir in Nam Mun commune.
Key design features include:
An earth dam approximately 200 m long and up to 34–35 m high;
A total storage capacity of 6.1 million m³ with a reservoir surface of around 43–54 ha;
A 27 m-high intake tower and a 267 m-long water intake culvert, designed for a maximum
flow of 0.45 m³/s;
A spillway combining controlled gates and a free overflow section to manage extreme floods;
Drainage structures, cutoff walls and reinforced faces designed to address geotechnical
instability and seismic risks specific to the mountainous context.
The reservoir will significantly improve dry-season water availability and build resilience against
increasingly frequent hydrometeorological shocks.
3.2 Water transfer and distribution system
Water drawn from the reservoir will be conveyed through a large-scale pressurised transfer system,
consisting of:
A 40 km main pipeline (steel and HDPE, DN 225–700 mm);
80 km of branch pipelines (HDPE, DN 110–160 mm);
Air-release valves, scour valves, pressure-control equipment and intermediate storage;
Distribution to 10 communes:
Muong Thin, Ta Ma, Quai Cang, Muong Mun, Phinh Sang, Pu Nhung, Quai Nua, Mun Chung,
Rang Dong and Na Tong.
The system is designed to supply both domestic water and irrigation, with a maximum flow of 450
L/s in the main line. Once completed, the water supply component is expected to benefit approximately

3.3 Agricultural development and climate resilience
The project also supports the diversification and climate-resilient transformation of local agriculture.
Activities focus on:
Expanding and strengthening macadamia-based agroforestry and coffee plantations,
creating long-term income opportunities for smallholder farmers;
Promoting intercropping systems across large areas—up to 21,000 ha according to provincial
planning data—to stabilize yields, optimise land use and mitigate economic risks;
Supporting integrated crop–livestock models through fodder production, silage preparation
and composting, contributing to circular nutrient flows and improved soil fertility;
Implementing soil-erosion control measures on sloping lands to reduce land degradation,
sedimentation risks and long-term environmental impacts;
Introducing agroecological and climate-smart practices to improve productivity and reduce
vulnerability to climatic shocks.
This agricultural component ensures that the benefits of improved water availability translate into
sustainable and inclusive rural development.
4. Implementation arrangements
Project ownership lies with the Điện Biên Provincial People"s Committee, which oversees
implementation through a dedicated Project Management Unit (PMU) established at the provincial
level following the abolition of the Tuan Giao district administration.
Key institutional partners include:
The Irrigation Management Company (IMC), future operator of the reservoir, headworks and
distribution network;
The Department of Agriculture and Environment (DAE), responsible for agricultural
extension services, farmer training and support to climate-resilient farming systems;
Communal authorities and emerging Water User Organizations (WUOs), which will play a
role in water allocation, local maintenance and community management.
The Technical Assistance financed under the project will strengthen the capacity of these institutions to
manage, operate and maintain the infrastructure and to implement agricultural development activities
effectively.
5. Expected impacts
The project is expected to generate significant and durable impacts:
Secure and reliable water supply for up to 35,000 people;
Enhanced agricultural productivity and diversification, particularly for perennial crops such as
macadamia and coffee;
Increased household resilience to climate variability, droughts and extreme events;
Reduced land degradation and siltation through improved soil conservation and agroforestry;
Strengthened institutional capacities for planning, O&M, and climate-resilient agricultural
extension;
Long-term socio-economic development and poverty reduction in a highly vulnerable
mountainous area.
The intervention is therefore expected to create substantial leverage by combining water security,
climate adaptation, sustainable agriculture and institutional strengthening within a single integrated
program.
