CdE - National consultancy service for Barnahus in Croatia: legal professionals
The Council of Europe is currently implementing the Project “Implementing the Barnahus Model in Croatia”. The general objective of the project is to support Croatia in its efforts to design, develop and implement reforms in the field of child-friendly justice and protection of children’s rights. The project is running from 1 September 2023 to 28 February 2026 and is implemented by the Children’s Rights Division at the Council of Europe in close co-operation with the Croatian Ministry of Justice and Public Administration.
In this context, the Council of Europe is looking for consultants for the provision of international expertise as specified in the following Tender File and Act of Engagement:
Establish a legal, policy and institutional framework for the sustainable operation of Barnahus model in Croatia.
Carry out legal training and support of relevant professionals working with and for children to protect children’s rights and improve the access and quality of the justice system for child victims and witnesses of violence in Croatia.

The procurement for the contract will be conducted in accordance with the CoE procedures as set out in tender documents and applicable internal legal instruments of the CoE, in particular Rule No. 1395 of 20 June 2019 on the procurement procedures of the CoE. In submitting this form, the Council of Europe does not waive the privileges and immunities granted to it by virtue of the General Agreement on Privileges and Immunities of the Council of Europe and its Protocols, and in particular Article 21 - Disputes - of the General Agreement.
