CdE - Purchase of IT development services - Tools for online publication of Cyprus Law Reports
The supplier will deliver two main subsystems as software applications according to the functional and technical specifications detailed in the annex, complete with user manuals, technical documentation and training for the end users (Annex, Figure 2).
Subsystem 1: website for the online publication of the Cyprus Law Reports (“CLR web”)
Subsystem 2: collaborative Content Management System (“cCMS”)

The deliverables include also system-level configuration and services as specified in the annex (e.g. maintenance, backup, data migration, security, etc.). In particular, the Supplier shall provide hosting services for subsystem 1, while subsystem 2 shall be hosted on the Beneficiary’s intranet on their own hardware infrastructure.
The two subsystems are clearly interconnected yet independent. The cCMS supports the editorial process that produces the issues of the journal to be published online on CLR web. There are old issues of the journal already in digital format that are ready to be published without necessarily passing through the editorial process.
The procurement for the contract will be conducted in accordance with the CoE procedures as set out in tender documents and applicable internal legal instruments of the CoE, in particular Rule No. 1395 of 20 June 2019 on the procurement procedures of the CoE. In submitting this form, the Council of Europe does not waive the privileges and immunities granted to it by virtue of the General Agreement on Privileges and Immunities of the Council of Europe and its Protocols, and in particular Article 21 - Disputes - of the General Agreement.
