III.1.9)Qualification for the system
Conditions to be fulfilled by economic operators in view of their qualification:

Les candidats doivent notamment démontrer leur capacité à:

— S"exprimer couramment en français pour les échanges techniques, commerciaux et administratifs aussi bien avec RTE qu"avec les tiers.

— Avoir des plans de formation des personnels correspondant aux exigences des techniques utilisées, notamment dans le domaine de la sécurité, (pass HTB, habilitations NF C 18-510).

— Maîtriser l"ensemble des activités inhérentes aux études et à la réalisation travaux de haute tension, de contrôle commande, de génie civil (infrastructure et superstructure), d"intégration des études et travaux de tous les prestataires dans les postes HTB, et à se présenter sous forme juridique permettant d"évaluer clairement leurs moyens, leur organisation et le partage des responsabilités,

— avoir un système sécurité, qualité, environnementale reconnu.

La procédure de qualification, remise aux candidats suite à leur manifestation d"intérêt, décrit le Processus d"Examen d"Aptitude(PEA).

Le PEA inclut 3 phases: une 1ère phase de qualification fournisseur, une 2ème phase de qualification produit, une 3ème phase de suivi de la qualification du fournisseur et produit.

Durant ce processus de qualification/PEA, le candidat devra remettre un dossier d"examen d"aptitude (DEA) dûment renseigné et fera l"objet de visites d"approfondissement (VAO), d"audits d"entreprises et de chantiers.
