      la Communauté de communes Ambert Livradois Forez fait utilisation des articles R. 2161-12 et R. 2161-15 du Code de la commande publique afin de raccourcir le délai de publicité pour la candidature à 15 jours et le délai pour la remise des offres à 10 jours. Ces dérogations se justifient par la nécessité d"attribuer le marché avant 2024 pour le bon fonctionnement des installations, par l"échéance en mars 2024 du contrat en cours et par la nécessité pour le futur prestataire d"avoir au moins deux mois de préparation. De surcroît, cette procédure avec négociation fait suite à la déclaration d"infructuosité d"un appel d"offres ouvert sur le même sujet, qui lui a fait l"objet d"une publication de soixante-dix-neuf jours
