1) Qualités fonctionnelles :

- adéquation au programme du point de vue et du respect des surfaces

- commodité des trafics et des liaisons internes et externes

2) Qualités architecturales et techniques :

- fiabilité de l"étude technique et des équipements proposés au regard de la Re2020 pour la construction et l"atteinte des critères de performance énergétique et thermique demandée par le SYDEV pour la partie réhabilitation.

- Insertion dans le site (environnement, orientation , desserte, règlementation)

- adaptation au terrain et traitement des abords et des accès

- aspect des volumes et expression plastique des façades (formes et matériaux)

3) Qualités financières :

- comptabilité du projet avec l"enveloppe financière prévisionnelle affectée aux travaux, soit 2 936 600 euro (H.T.).

4) Calendrier d"ensemble prévisionnel proposé par le candidat des délais de la phase étude et de la phase travaux
