qualité environnementale du projet : choix techniques de construction au regard des exigences de la démarche QE du programme (santé et confort des usagers, énergie, gestion de l"eau, des déchets et de l"environnement, éco-gestion) Qualité et pertinence du parti architectural et urbanistique au regard des enjeux environnementaux et des contraintes de site (respect des contraintes, insertion dans le site, priorités du programme, prise en compte du risque submersion...) Qualité fonctionnelle du projet : respect du programme fonctionnel (nombre, surface des locaux, liens et flux, ...), qualité de vie des espaces, aménagements du terminal. Compatibilité du projet avec l"enveloppe financière prévisionnelle affectée aux travaux et à la maintenance (faisabilité technique des choix proposés et facilité ultérieure de maintenance des ouvrages) Méthodes exposées permettant le respect du calendrier prévisionnel (dont la pertinence du phasage des travaux notamment vis-à-vis de la coactivité attendue, maintien du niveau de sécurité / sûreté et de la continuité de service durant le chantier...etc.)
