      4. Description of the procurement:
         

         La Guinée s"est dotée d"un plan stratégique halieutique 2023-2027. Ce Plan Stratégique vise notamment l"accroissement durable de la contribution économique et sociale des deux secteurs à l"économie nationale et l"amélioration du cadre de gouvernance. Le Ministère de la Pêche et de l"Economie Maritime (MPEM) a sollicité l"AFD pour financer la mise en oeuvre de cette stratégie.

         Le futur projet cherchera à renforcer les services offerts au sous-secteur de la petite pêche marine et côtière, améliorer les conditions de travail, améliorer la gestion halieutique et la qualité sanitaire des produits, limiter les pertes après captures, et à améliorer la qualité de vie et le bien-être social des communautés de pêcheurs.

         Le Consultant aura pour mission de réaliser l"étude de faisabilité approfondie du futur projet :

         - préciser l"ensemble des éléments de faisabilité ;

         - préciser les conditions de mise en oeuvre du projet - volet marin ;

         - rédiger un rapport complet de faisabilité du projet - volet marin ;

         - rédiger une note de présentation de projet - volet marin ;

         - élaborer l"ensemble des documents opérationnels du projet - volet marin.
