         réalisation de Plans Intercommunaux de Sauvegarde et de Plans de continuités d"activités.depuis sa création, le SMMAR a entretenu des relations fortes avec les instances Préfectorale et territoriales " Cd11 et Sdis11 " pour apporter son expertise hydraulique et sa présence sur le terrain, dans le cadre de la gestion de crise. Les crues d"octobre 2018 et janvier 2020 ainsi que le travail collaboratif réalisé dans le cadre de la réalisation des Pcs2.0, ont mis en avant de nouveaux acteurs de la gestion de crise, les Epcifp qui ont joué un rôle clé, dans la gestion de crise et l"appui logistique et administratif pour les communes. Comme le SMMAR l"a fait depuis 2005 en accompagnement les communes dans l"élaboration des PCS, le SMMAR souhaite par le biais de ce cahier des charges avoir la possibilité d"accompagner les Agglomérations et Communautés de Communes dans l"élaboration et l"organisation de leurs Plans Intercommunal de Sauvegardes.A ce jour plusieurs intercommunalités se sont positionnées pour rentrer dans la démarche Pics.Le Plan de Continuité d"activité est un document étroitement lié avec le PICS, afin de mieux accompagner nos intercommunalités n"étant pas munies de cet outil, le SMMAR a fait le choix de bâtir un cahier des charges afin qu"il ait une vraie cohérence de co-construction de ces plans
