il s"agit d"un concours restreint sur esquisse + qui sera suivi de la conclusion d"un marché public de maitrise d"oeuvre négocié sans publicité ni mise en concurrence préalable avec le ou les lauréats du concours en application de l"article R. 2122-6 Ccp.Description de l"opération: le projet concerne la démolition et la construction des écoles Anne Franck et Debussy à Maubeuge.
