CALL FOR TENDERS FOR THE PROVISION OF CYBERCRIME AND ELECTRONIC EVIDENCE AND RELATED ISSUES
Reference number: 2023/AO/59This tendering procedure is an international call for tenders. It aims at concluding a framework agreement with up to 200 consultants with specific experience of cybercrime and electronic evidence, divided into 8 lots, with a view to establishing the terms of the subsequent call-offs for the provision of consultancy services, corresponding to the needs of the Council of Europe for the projects concerned. The current call for Tenders applies to all current and future projects implemented by C-PROC during the execution period of the Framework Agreement.
Legislation on cybercrime and electronic evidence and related issues

Drafting legal opinions, including drafting of legal text, on cybercrime, electronic evidence, data protection, cybersecurity, cyberviolence, protection of children and online crime proceeds and providing advice to countries on the strengthening of legislation and follow up to recommendations from reviews, including human rights and rule of law requirements
Preparing analyses of the legislation of different countries against the standards of the Budapest Convention on Cybercrime, data protection Convention 108, the Lanzarote Convention on the Sexual Exploitation and Sexual Abuse of Children or other international standards and providing recommendations where necessary
Participation in or moderation of workshops or round tables in support of legal reforms

Providing advice, by attending meetings and drafting reports, on cybercrime and cybersecurity polices and strategies at technical and senior officials levels, and assessing the effectiveness of measures taken
Advising on the elaboration/revision of national cybercrime/cybersecurity strategies
Drafting analytical reports on the cybercrime situation and on measures taken by project countries on cybercrime and electronic evidence.
Supporting the development of national cybercrime threats assessments reports
Providing advice on setting and functions of Computer Emergency or Security Incident Response Teams (CERTs/CSIRTs) and their cooperation with criminal justice authorities
Developing capacities of state agencies for interagency cooperation on cybercrime and electronic evidence

Supporting the development and implementation of standard operating procedures for conducting investigations and handling of electronic evidence through advice, manuals and other tools.

Providing analysis of typology and techniques of online money laundering and criminal money flows on the Internet
Supporting information sharing and intelligence centres (ISACs) or similar mechanisms;
