le parti architectural et paysager (insertion dans l"environnement) sera appréciée notamment au regard de : - la qualité architecturale des bâtiments et de leur insertion dans le tissu urbain existant, - la qualité des espaces extérieurs, de leur intégration et la liaison avec les abords immédiats. La qualité de la réponse au programme : - la fonctionnalité du projet : L"Organisation fonctionnelle, le respect des surfaces utiles et la qualité d"usage et du traitement des accès, - la maîtrise de la bonne interprétation des contraintes et exigences du programme, - la compatibilité du planning proposé avec le planning général du maître d"ouvrage. Compatibilité du coût prévisionnel des travaux avec l"enveloppe allouée au projet en lien avec les solutions techniques mises en oeuvre ,suivant le cadre de réponse en Annexe 2- chiffrage tableau de décomposition. Les orientations prises en matière de qualité environnementale et de performance énergétique appréciées au regard de l"annexe Environnementale La prise en compte de l"exploitation-maintenance
