         Attribution d"un marché unique.

         La présente consultation comprend une tranche ferme et deux tranches optionnelles :

         - Tranche ferme Phases préparatoires, la conduite du dialogue compétitif et le suivi de l’exécution du marché pour les 379 logements à réhabiliter et residentialiser

         Réponse et suivi à l’appel à projets ADEME - démarche économie circulaire (phases 1 à 4)

         - Tranche optionnelle n°1 - Intégration de la démolition des 150 logements dans le Marché Global de Performance (phases 1 à 4)

         - Tranche optionnelle n° 2 - Assistance et le suivi de l’exploitation maintenance du Marché Global de Performance pour la réhabilitation-résidentialisation de 379 logements (phase 5)

         Les prestations sont réparties en 5 phases définies comme suit :

         Phase 1 - Etudes préalables à la programmation

         Phase 2 - Définition du programme fonctionnel et performanciel

         Phase 3 - Assistance du maître d’ouvrage pour la préparation et la conduite du dialogue compétitif, jusqu’à la notification du marché global de performance au groupement attributaire

         Phase 4 - Assistance et suivi d’exécution du marché global de performance

         Phase 5 - Assistance et suivi de l’exploitation maintenance

         Début d"exécution du marché à compter de la date de notification du contrat. L’exécution des prestations des tranches optionnelles démarre à compter de la date fixée par l’ordre de service.

         Prestations réglées par un prix global forfaitaire, les prix sont fermes. Aucune avance prévue. Délai global de paiement des prestations de 30 jours. Aucune clause de garantie financière prévue.

         En cas de groupement d"opérateurs économiques, la forme souhaitée par le pouvoir adjudicateur est un groupement conjoint avec mandataire solidaire. Si le groupement attributaire est d"une forme différente, il pourra se voir contraint d"assurer sa transformation pour se conformer au souhait du pouvoir adjudicateur .
