         le Marché a pour objet la gestion active responsable par des prestataires de services d"investissement pour la gestion des mandats des deux lots décrits ci-après. Le FRR entend par " gestion active ", la mise en oeuvre de décisions d"investissement induisant des positions individuelles différentes de celles de l"indice de référence, dans les conditions qui seront définies dans les mandats de gestion, dans le but d"atteindre un surcroît significatif de performance.

         le lot 1 porte sur la gestion active responsable sans biais de style systématique (" Blend ") de, au maximum, trois (3) mandats de gestion qui devront mettre en oeuvre une exposition aux actions américaines de grandes et moyennes capitalisations. L"Indice de référence retenu pour mesurer la performance des gestionnaires aura des caractéristiques similaires à un indice représentatif du marché actions des grandes et moyennes capitalisations pondéré des capitalisations ou un indice climatique type CTB sans biais de style. Il sera précisé dans les mandats de gestion lors de la phase d"offres. L"Approche de gestion pourra être fondamentale ou quantitative active. Le FRR, compte tenu de son passif, recherche des processus qui offrent une liquidité importante. L"Objectif de gestion assigné aux titulaires des mandats de gestion sera de surperformer l"indice de référence sur la durée des mandats. L"Indice de référence retenu pour mesurer la performance des gestionnaires aura des caractéristiques similaires à un indice représentatif du marché actions des petites capitalisations pondéré des capitalisations. Il sera précisé dans les mandats de gestion lors de la phase d"offres. La capitalisation minimale des sociétés dans lesquelles les gestionnaires pourraient investir en est limitée à deux cents (200) millions d"euros au moment de l"achat.
