Le concessionnaire aura pour mission la gestion du service public de production, d"adduction et de distribution d"eau potable sur la commune de Lourdes.

Il aura pour principales missions: l"exploitation des ouvrages et installations de production, d"adduction et de distribution d"eau potable, le renouvellement des équipements, la facturation et la gestion des relations avec les usagers, à compter du 1.1.2022 pour une durée du contrat de trois ans (fin le 31.12.2024).

Données technico-économiques du service (valeurs 2019).

Nombre d"abonnés: 8 748.

Volumes facturés: 1 438 778 m3 sur le service + 286 750 m3 vendus pour l"alimentation de communes voisines.

Ouvrages du service:

— trois sites de production d"eau potable (eau de surface et forages) d"une capacité totale maximale de 900 m3par heure,

— huit réservoirs d"une capacité totale de 5 650 m3,

— 102 km de réseau de distribution (+16 km d"adduction),

— 6 257 branchements.

Avenant 2 Lot 2 : l’objet du présent avenant est de modifier le Compte d’Exploitation Prévisionnel joint au contrat comme suit :

- Les charges de personnel dédiées à la gestion des abonnés (incluant la relève manuelle des compteurs) sont diminuées de 19 225 € H.T. Ainsi, elles sont portées de 530 784 € HT (176 928 €/an x 3 ans) à 511 559 € HT (530 784 € HT - 19 225 € HT)

- La dotation globale du Compte de Renouvellement est abondée de 19 225 € HT en 2023. Ainsi, elle est portée de 64 803 € HT à 84 028 € HT.

- La dotation globale du Compte de Renouvellement est abondée de 19 225 € HT en 2023. Ainsi, elle est portée de 64 803 € HT à 84 028 € HT.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

La modification envisagée fait suite à la situation suivante : Le délégataire n’a pas procédé fin septembre 2022, au second relevé des compteurs prévus à l’article 32.4 alinéa 4 du contrat. Cette prestation, évaluée à 19 225 € HT, étant incluse dans la rémunération du délégataire, il convient de maintenir l’équilibre économique du contrat en réaffectant cette somme sur un autre poste de charges du délégataire.Il est en conséquence proposé d’affecter cette enveloppe de 19 225 € HT au crédit du compte de renouvellement contractuel.
