Framework agreement on gas pressure reduction and metering skids

Description: Gasgrid Finland Oy is a state-owned gas transmission system operator (TSO) that started operating in early 2020. The company mission is to ensure cost-effective, safe and undisturbed gas transmission and to actively develop the gas market and the Finnish energy system. The company has the overall system responsibility for the entire methane gas transmission network in Finland. In 2022 Gasgrid Finland Oy established a subsidiary company, Gasgrid Vetyverkot Oy (Gasgrid Hydrogen Networks), to develop the hydrogen transmission infrastructure to promote Finland’s role in the hydrogen economy. Above mentioned together are hereinafter referred to as the Contracting Authority. The Contracting authority"s objective is to modularize gas pressure reduction stations to achieve a standardized equipment base and accelerate the execution of connection projects. This applies particularly to capacity ranges of 100 MW to 500 MW. In this procurement, the Contracting Authority is establishing a framework agreement (hereinafter “Framework Agreement”) with two (2) equipment suppliers of gas pressure reduction and metering skids. The Framework Agreement will be utilized in several upcoming individual projects, primarily related to the natural gas pressure reduction station projects as well as other similar projects of the Contracting Authority. The Scope of Supply includes: • Redundant gas lines from gas feed (filter and heating) to gas outlet (measurement) • Equipment, valves, and piping assembled on one or more skids • The delivery includes design, procurement, manufacturing, inspection, testing, packaging, documentation, and transportation • Design approvals and factory inspections The procurement procedure and the scope of supply has been further described in the Preliminary Technical Scope (Annex 4) (subject to minor changes during the procurement procedure) and in the Annex 1 (Invitation to Participate).
