Föremålet för upphandlingen är rehabiliteringskurser på svenska för vuxna med sjukdomar i rörelseorganen (s.k. Tules-kurser) som Folkpensionsanstalten (FPA) ordnar för privatpersoner. Upphandlingen är riksomfattande. Genom att lämna anbud i det här anbudsförfarandet förbinder sig anbudsgivaren att tillhandahålla tjänster för klienter från hela landet.

Kurserna genomförs inom ramen för rehabilitering enligt prövning i enlighet med 12 § i lagen om Folkpensionsanstaltens rehabiliteringsförmåner och rehabiliteringspenningförmåner 566/2005 (nedan FRPL eller lagen om FPA-rehabilitering). Rehabiliteringen för FPA:s klienter börjar 1.1.2024.
