         Tilaaja hankkii konsultin kilpailullista neuvottelumenettelyä käyttäen. Tilaajalla on oikeus kehittää hankinta-asiakirjoja ja tarkentaa hankinta-asiakirjojen sisältöä hankintaan liittyvien neuvottelujen perusteella ennen lopullisen tarjouspyynnön lähettämistä.

      4. Description of the procurement:
         

         Pyydämme osallistumistanne Kelan pääkonttorin peruskorjaushankkeen pää- ja arkkitehtisuunnittelun tarjouskilpailuun tämän osallistumispyynnön ja liitteenä olevien asiakirjojen mukaisesti.

         Tilaaja hankkii konsultin kilpailullista neuvottelumenettelyä käyttäen. Tilaajalla on oikeus kehittää hankinta-asiakirjoja ja tarkentaa hankinta-asiakirjojen sisältöä hankintaan liittyvien neuvottelujen perusteella ennen lopullisen tarjouspyynnön lähettämistä.

         Lopullisessa tarjouspyynnössä Tilaaja pyytää Toimittajalta sitovaa tarjousta hankesuunnitteluvaiheen (tehtäväluetteloiden vaiheet B) pää- ja arkkitehtisuunnittelun tehtävistä.

         Tämän lisäksi Tilaaja pyytää Toimittajalta hinta- ja työmääräarviota rakennushankkeeseen liittyvien jatkovaiheiden (tehtäväluetteloiden vaiheet C-J) pää- ja arkkitehtisuunnittelun tehtävistä. Hintamääräarviota käytetään rakennushankkeen budjetoinnin perusteena sekä jatkovaiheiden tilaamisen perusteena. Toisin sanoen hintamääräarvio on tarjousoptio, jota on mahdollista tarkentaa ennen jatkovaiheiden tilaamista, mikäli hankkeen sisältö tai aikataulu on oleellisesti muuttunut hankesuunnittelun aikana.
