Explanation:

Pohjois-Karjalan hyvinvointialueella on Pohjois-Karjalan hankintatoimen kilpailuttama Suojauksen ja peittelyn tarvikkeet sopimus 198993, sopimuskaudelle 1.6.2019 - 31.5.2022 + yhden (1) vuoden optio 1.6.2022 – 31.5.2023.

Suojauksen ja peittelyn tarvikkeet sopimus 198993 päättyy 31.5.2023. Sopimus sisältää viidentoista (15) eri toimittajan kanssa tehtyä sopimusta erilaisista suojauksen ja peittelyn tarvikkeista. Suojauksen ja peittelyn tarvikkeet sopimus koostuu erilaisista tuoteryhmistä ja näitä tuoteryhmiä on sopimuksella 82. Sopimustuotteina sopimuksella ovat mm. tutkimus- ja leikkauskäsineet, suojavisiirit, leikkaustakit, leikkauspäähineet, sekä leikkausliinat.

Hankintaan liittyvä uuden hankintakauden valmistelelu on aloitettu. Hankinnan valmistelu on vienyt odotettua enemmän aikaa ja resursseja, eikä aikataulutavoitteeseen ole päästy. Aikataulutavoitteeseen ei päästy, hankintayksiköstä riippumattomasta ennalta arvaamattomasta syystä aiheutuneen äärimmäisen kiireen vuoksi. Tästä syytä on ehdottaman välttämätöntä jatkaa ko. sopimusta suorahankinnalla ajalle 1.6.2023-31.12.2023, kunnes uusi kilpailutus on suoritettu.

Suorahankinnan ennakoitu kokonaisarvo 700 000 eur (alv 0 %) ylittää EU-kynnysarvon. Ennakoitu kokonaisarvo on laskettu sopimuskauden ajalle 1.6.2023-31.12.2023.

Hankintayksiköllä on oikeus tehdä suorahankinta seuraavin perustein: Laki julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016) 5 luku 40 § Suorahankinta; Sopimuksen tekeminen on ehdottoman välttämätöntä, eikä säädettyjä määräaikoja voida noudattaa hankintayksiköstä riippumattomasta, ennalta arvaamattomasta syystä aiheutuneen äärimmäisen kiireen vuoksi.
