II.1.5)Short description of the contract or purchase(s):

Itärajan esteaita koostuu varsinaisesta aidasta, sen viereisestä tiestä sekä teknisestä valvontajärjestelmästä. Esteaitaa rakennetaan noin 190 kilometrin matkalle 1 300 kilometriä pitkälle itärajalle. Hankkeen laajuuden ja useiden yhtäaikaisten suunnittelu- ja rakennuskohteiden hallinta ja johtaminen pitkin itärajaa on tehtäväkokonaisuutena erittäin vaativa. Palveluntuottajalta odotetaan kokemusta ketjumaisten maanrakennushankkeiden projektinjohtamisesta sekä sähkö- ja valvontajärjestelmien suunnittelusta.
Esteaidan rakentaminen sijoittuu vuosille 2023–2026 ja se toteutetaan kolmessa vaiheessa, jotka ovat Prio 1, Prio 2 ja Prio 3. Prio 1 ja 2 ovat kumpikin reilun kolmenneksen hankkeesta ja Prio 3 noin neljänneksen hankkeesta.
Tämän hankinnan tehtävät alkavat Prio 1-vaiheen toteutuksen urakoiden ja hankintojen kilpailutuksesta sekä rakennuttamisesta ja Prio 2 -vaiheen suunnittelusta. Lisäksi hankinta sisältää tilaajan lukuun laadittujen Prio 1-vaiheen suunnitelmien rakennusvaiheen mahdollisen täydennyssuunnittelun.
Hankinnassa kilpailutetaan yhtenä hankintakokonaisuutena projektinjohdon palveluntuottaja seuraaviin tehtäviin:
- rakennuttajakonsultti; projektinjohto, suunnittelun- ja taloudenohjaus, hankinnat, rakennuttaminen ja valvonta lukuun ottamatta turvallisuuden suunnitteluttamista, rakennuttamista ja valvontaa (HJR)
- pääsuunnittelu (RAK)
- aita- ja porttirakenteiden perustus- ja rakennesuunnittelu (RAK)
- geo-suunnittelu (GEO/POHJATUTKIMUS)
- maastomallinnus (GEO), josta arviolta noin 30 km joudutaan mallintamaan maastossa
- raja- ja yhdysteiden suunnittelu (GEO)
- sähkösuunnittelu (TATE)
- ympäristöasiantuntija (YA)
Lisäksi palveluntuottaja toimii tilaajan avustajana seuraavissa tehtävissä:
- pilottivaiheen tehtävien loppuunsaattaminen
- tilaajan erillishankinnat kuten esimerkiksi aitaelementit ja porttirakenteet
- maanhankintaan ja luvitukseen liittyvissä tehtävissä (Prio 1-3 -kohteiden osalta Tilaaja vastaa maanhankinnasta)
- ympäristövaikutusten arviointiin ja luvitukseen liittyvissä tehtävissä
- turvallisuusselvitysten rutiinitarkastukset sekä turvallisuusselvitettyjen rekisterin ylläpitäminen
