         Tämä on tarjouspyyntö osallistumishakemuksen toimittamisesta Jääkärinkankaan monitoimitalon rakentamis- ja suunnittelupalveluiden hankintaan liittyen. Kohde tullaan alustavasti toteuttamaan yhteistoiminnallisena /SR-urakkana. Tilaaja pidättää itsellään oikeuden myös vaihtaa urakkamuotoa ennen lopullista tarjouspyyntöasiakirjojen julkaisemista. Tässä hankintavaiheessa valitaan 3 osallistumishakemusten perusteella jatkoon menevää tarjoajaa.

         Jääkärinkankaalle rakennetaan uusi monitoimitalo, johon tulee tilat päiväkodille, yhtenäiselle

         peruskoululle, nuorisopalveluille, kirjastolle, yhteisöpalveluille sekä yhteiskäyttöisiä tiloja

         Oulu-opistolle sekä kulttuuri- ja liikuntapalveluille.

         Jääkärinkankaan monitoimitalon uudisrakennushanke toteutetaan kaupungin omana erilli-

         sinvestointina vuosina 2024–2026, lisäksi vuodelle 2023 varataan määräraha rakennussuunnittelua varten.

         Tilaajan tavoitteena ei ole halvin mahdollinen toteutus, vaan paras mahdollinen lopputulos käytettävään panokseen nähden ja hankkeelle asetetun budjetin puitteissa.

         Arvoa rahalle syntyy arvoa luotettavan kustannusarvion, aikataulun pitävyyden, korkean laadun ja terveellisten tilojen lisäksi muun muassa käyttäjälähtöisen toteutuksen, turvallisuuden, hyvän julkisuuskuvan kautta. Eniten arvoa rahalle on syntynyt silloin, kun tehdyt ratkaisut ja saavutetut tulokset ylittävät tilaajan tavoitteet ja tuovat lisäarvoa projektin eri osapuolille.
