         Hankinnan kohteena ovat Innovation Broker -palvelukokonaisuuteen liittyvät konsultointipalvelut, joiden tavoitteena on tukea asiakkaita innovatiivisen hankinnan suunnittelussa ja valmistelussa.

         Innovation Brokerin palveluita ovat esimerkiksi digisparraus, hankintamenettelyn valinnan tuki, markkinavuoropuhelun tuki, markkinaselvitys/tarpeiden ja innovaatioiden matchmaking, rahoitusmahdollisuuksien kartoitus, tavoitteiden kirkastaminen sekä vaatimusmäärittelyjen laatimisen tuki.

         Puitejärjestely on jaettu kolmeen osa-alueeseen seuraavasti:

         1) Digihankinnat

         2) Sosiaali- ja terveysalan hankinnat

         3) Kiinteistö- ja rakentamisalan hankinnat

         Hankinnan tuloksena perustetaan puitejärjestely. Puitejärjestelyyn valitaan kaksi (2) toimittajaa kullekin osa-alueelle. Puitejärjestelyn toiminta on kuvattu tarjouspyynnön liitteenä olevassa sopimusluonnoksessa.

         Sama toimittaja voidaan valita toimittajaksi yhdelle tai useammalle osa-alueelle. Hankinnan kohde on kuvattu tarkemmin liitteessä 1. Hankinnan kohteen kuvaus.

         Puitejärjestelyn osasta 1 hankitaan asiantuntintijapaveluita Innovation Brokeriin valituille asiakkaille, joiden hankinnan kohteena on digitaalisuuteen liittyvä hankinta. Asiantuntijapalvelut liittyvät kilpailutuksen suunnitteluun ja valmisteluun.

         Palvelun kohteena olevat toimeksiannot ovat noin 10 000 - 15 000 euron kiinteähintaisia projekteja. Innovation Brokeriin valitun asiakkaan digihankinnan kohteena voi olla esimerkiksi alustaratkaisu, IT-järjestelmä, sovellus tai ohjelma tai muu IT-infrastruktuurin kehittämiseen liittyvä käytännön toteutus.
