Explanation:

Hankintamenettelynä on suorahankinta. Peruste suorahankinnalle on hankintalain 1397/2016 40 §:n kohdan 2 mukainen:

”Hankintayksikkö voi valita suorahankinnan, jos:

2) teknisestä tai yksinoikeuden suojaamiseen liittyvästä syystä vain tietty toimittaja voi toteuttaa hankinnan; lisäedellytyksenä on, että järkeviä vaihtoehtoisia tai korvaavia ratkaisuja ei ole eikä kilpailun puuttuminen johdu hankinnan ehtojen keinotekoisesta kaventamisesta.”

Aineistot hankitaan suoraan niitä kustantavilta yrityksiltä ja yhteisöiltä, koska nämä yritykset ovat ainoita mahdollisia toimittajia kyseisille aineistoille. Joidenkin aineistojen osalta on mahdollista sitoutua useamman vuoden sopimukseen, jolloin syntyy selkeä säästö hintojen maltillisemman nousun myötä.
