The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative, and intends to apply part of the proceeds for Consultancy Services for Individual Consultant for Monitoring and Evaluation Study for Nekemte-Bure Road Upgrading Project for Output and Performance Based Road Contract (OPRC).

The successful individual consultant is expected in Monitoring and Evaluation study aimed at enhancing the Performance-Based Road Projects. Given the vital role infrastructure plays in driving economic development, this position focuses on assessing the effectiveness and efficiency of performance-based road initiatives. The consultant will evaluate the project"s impact on the quality and sustainability of road infrastructure, identify best practices and areas for improvement in performance-based contracting, and provide actionable recommendations to inform and strengthen future projects of this kind.
The entire assignment is expected to be completed within a period of 12 (Twelve) months after contract signing.
The Ethiopian Roads Administration now invites eligible professionals to indicate their interest in providing the Services. Interested professionals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The following criteria will be used to assess the Expression of Interest;
Education: Minimum of Master Degree in Civil Engineering, Project Management, Transport Economics, Transport Infrastructure Planning or other related fields.
General Experience: Minimum 12 years of experience in monitoring and evaluation of infrastructure projects, preferably in the road sector.

Adequacy for the assignment:

• Minimum of 7 years’ experience of working with the bi-lateral and multi-lateral development aid organizations (experience in transport projects, project evaluation and in SSAF countries is preferable);
• Familiarity with World Bank guidelines and procedures.
• Training in different relevant topics.
• Strong analytical and report-writing skills.
• Proficiency in relevant software and tools for data analysis and reporting.
• Has experience in preparation of reports or publications relevant to the scope of work

Communication skills: Have a Proficiency in English writing and communication

Management skills: Proven ability in developing long-term strategies, change management, program integration and decentralization;

The Selection process of the individual Consultants is as per World Bank’s Procurement Regulations for IPF Borrower: Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (Fifth Edition September 2023).
