• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the implantation of one wash national program for Water supply, sanitation and Hygiene and intends to apply part of the proceeds toward payments under the contract for the Procurement of PTZ Camera System for the Shebelle River Ayun drinking water project, along with the Guradamole and Siraro CR-WaSH Multi-village Projects.
• For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”, except for those payments, which the contract provides to be made through letter of credit.”

• The Ministry of water and Energy serves as the implementing Agency for the project and now invites sealed Bids from eligible Bidders to be delivered to Ministry of Water and Energy compound and Ayun ,Guradamole and Siraro CR-WaSH Multi-village Projects Within the delivery period of 90 days after signing of contract agreement.
• Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 as Revised October 2017, August 2020 and July 2023 (“Procurement Regulations”), and is open to all Eligible Bidders as defined in the Procurement Regulations

4. Financial, experience and technical capability of the bidder.

• The Audited financial statement of if not required by the law of bidder’s country, other financial statement applicable to the purchaser with in the last five years since 2013 EC, shall be submitted and must demonstrate the current soundness of bidder’s financial position and indicate its progressive long term profitability.
• The Bidder shall demonstrate that it has successfully completed at least one contract within the last five years prior to bid submission deadline, having the value of ETB 21,000,000.00 or two contracts each having the value of ETB 10,500,000.00 that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract..
• Interested eligible Bidders may obtain further information from Ministry of water and Energy web site and/or inspect the bidding document during office hours 8:30 am to 5:00 pm at the address given below
• The scanned soft copy of bidding document in English can freely be obtained from the Ministry web site after registration coming to the Ministry.
• Bidders are required to attach with their application, a copy of their renewed trade licenses of 2017 EFY, VAT certificate, Tax clearance, TIN certificate.
• Bids must be delivered to the address below on or before August 7, 2025 at 10.00 am. Electronic Bidding will not be permitted. Late Bids will be rejected.
• Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below in August 7, 2025 at 10:30 am Morning.
• All bids shall be accompanied by a Bid Security of ETB 300,000 .00 (three hundred thousand) or equivalent in the form of Unconditional Bank Guarantee or CPO to Ministry of Water and Energy and shall remain valid for 148 (One Hundred eighteen) days after bid submission dead line. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
• Bid shall be valid for the period of 120 days after Bid Submission deadline.
