1、The Government of China has received a loan from the World Bank to finance the Hainan Project under the World Bank-financed Program for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under Contract Package C for the procurement of instruments and equipment under Subproject 1.4.3 of the Hainan Provincial Administration for Market Regulation (Contract No.: HN-G-33).

2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Administration for Market Regulation (the Purchaser), now invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

3、This bidding process is conducted through National Competitive Procurement (NCP) in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) using a Request for Bids (RFB) method. All bidders who meet the eligibility criteria specified in the World Bank Procurement Regulations are invited to participate.

4、Interested and eligible bidders may obtain further information at the address specified in this Invitation for Bids and may inspect or purchase the bidding documents from July 4, 2025, to the bid submission deadline on August 18, 2025, during working hours: 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time), excluding Saturdays, Sundays, and statutory holidays.

5、Prospective bidders should note the provisions on eligibility and conflict of interest set forth in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest shall be disqualified.

6、The qualification requirements for bidders include:

This project accepts joint venture bids. The maximum number of joint venture members shall be two (2), and either the lead member or one of the joint venture members must meet the above qualification requirements.

7、Interested and eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct bank transfer to the Procurement Agent’s account:

The bid opening will be conducted publicly at the same address. Bidders or their authorized representatives may attend the bid opening. The bid opening time is 9:00 a.m. (Beijing Time) on August 18, 2025.Bids must be accompanied by a bid security in the amount of RMB 40,000.00.
