The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank to the cost of the Urban Productive Safety Net and Job Project (UPSNJP) and intends to apply part
of the proceeds for consulting services.
The Consulting Service (The Services) include The Specialist will support the development and implementation of a wide range of managerial, operational and technical elements and manage the day
to day activities of the apprenticeship in the specific city;
The Youth Employment apprenticeship specialist among others will have the following duties and responsibilities:
Harmonize standards, procedures and guidelines which is prepared at national level to guide the promotion, registration, selection, matching, placement and monitoring of apprentices and
participating firms, including the delivery of the operational manual.
Review and customize operational documents that will guide implementing partners and service providers during the implementation of the pilot.
Ensure the participation of all concerned stockholders in the planning of managerial, operational and communication activities
Prepare quality and timely annual, semiannual and quarter plans and reports in both Amharic and English
Develop data collecting plans and mechanisms regarding potential beneficiaries of the program which will be encoded n to the management information system.
Establish technical working group at the city level with members drown from all concerned stakeholders
Work closely with service providers to ensure their effectiveness on executing their services and their work is aligned with the appropriate businesses processes.
Review, customize and translate to the local language the available communication strategies and tools
Prepare and review TORs for the procurement of service provider
Ensure the communication campaign is addressed the target beneficiaries and potential firms
Ensure all promotional and communication materials are distributed in the right place and time to address potential beneficiaries and firms.
Ensure the appropriate youth and firm are registered, selected, trained and shortlisted as per the criteria
Ensure that the implementation is going as per the intended plan and schedule
Provide awareness raising trainings and orientation for implementers, stockholders and private sector representatives
Identify expected challenges and risks of the implementation and take corrective actions to avoid the risk
Monitor the implementation on a regular basis and conduct periodic evaluations.
Work closely with implementing organizations, stakeholders, service providers and private sector representatives for the effective implementation of the project
Conduct monthly monitoring of apprentice who are placed in the firms and report evaluation findings to cities and BoLS/MoLS on the regular base
Facilitate monthly peer meetings between apprentice to create strong network among them to share ideas and information which is helpful during the apprenticeship.
Collect, organized and interpret all information’s regarding the beneficiaries of this project and the firm.
Ensure the life skill, digital skill and job searching skill trainings are provided as per the standard
Liaise and coordinate between different government agencies, private sector and the World Bank to ensure effective implementation of the overall plan of the project.
Create strong coordination and collaboration between implementing city, BoLS/MoLS, Federal and regional PCUs and the World Bank.
Create strong coordination with youth lead and youth focus organizations as well as other community organizations for the effective implementation of the project.
Conduct evaluation meeting every week along with the sub city and Woreda representatives after the personal visit of the apprentice to update the progress and challenges of the
implementation.
Liaise and coordinate the overall activity of the project between the city, sub city and the Woreda
Perform other duties given by the implementing cities as required.
The duration of assignment will be for one-year contract, with a possibility of extension upon satisfactory performance of the consultant.
Required Competencies
The Youth Employment apprenticeship specialist should have the following required experience and qualification to properly carryout the assignment:
Advanced University Degree (Master’s degree or equivalent) in one of the following disciplines: international relations, political science, Sociology, business administration, public
administration, management, law, or a related field.
Minimum of 4 years for masters (or 6 years for bachelors) of progressively responsible experience in management of projects of similar scope and requirements, preferably World Bank or other
international donors-funded programs.
Previous experience in similar positions with a strong reputation for developing excellent collaborative working relationships with Government bodies.
Previous experience with apprenticeships and job creation projects preferred.
Solid organizational skills including attention to detail.
Basic understanding of Ethiopia’s economic and labor market policies.
A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required.
Excellent oral and written communication skills and a strong set of personal values.
Excellent knowledge of English, Afan Oromo (is mandatory)and Amharic. Additional languages are an advantage
Oromia National Regional State, Job Creation and Vocational Bureau now invite eligible individual consultants/Specialists to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualification and
Experience as youth apprenticeship specialist and their capability on the basis of academic background, general and relevant experience, and knowledge of local condition.
The attention of interested Consultants is drawn to Section III paragraph 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers Procurement In Investment Project Financing
Goods, Works, Non-Consulting and Consulting Services (recent Edition) (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance to Section VII para 7.34 to 7.39 of The World Bank Procurement Regulation based on qualification and relevant experience of the applicants to the
assignment.
Remunerations: will be as per the Ministry of Finance channel one salary scale.(16,000 birr)
