The Republic of Tajikistan has received financing from the World Bank toward the cost of the Nurek Hydropower Rehabilitation Project, and intends to apply part of the proceeds for consulting services. The consulting services include holding public consultations, information sharing and conduct an assessment of beneficiary satisfaction with citizen engagement mechanism.

The executing agency for the project is Open Joint Stock Company “Barqi Tojik” (BT), a state-owned enterprise, which is responsible for generation of electricity and manages major HPPs and TPPs in the Republic of Tajikistan.

One of the key facilities for the generation of electricity in the country, which supplies more than 70% of the total power generation is Nurek Hydropower Plant (HPP). The construction of Nurek HPP has started in 1961 and completed in 1979s. The initially installed capacity of the plant was 2700 MW, and then in 1988 it was increased to 3000 MW by upgrading of hydro turbines. After four decades of operations, the Nurek HPP now requires major rehabilitation of its generating units and a series of works to ensure its continued safe operation.

The rehabilitation of the Nurek HPP is being carrying out in two phases. The first phase comprises the rehabilitation of four (4) generating units, balance of plant rehabilitation and critical dam safety works. The remaining five (5) units and the remaining balance of plant will be rehabilitated in the phase II of the project. The World Bank and other donor agencies provided the financing for the Nurek Hydropower Rehabilitation Project.

The assignment set out in the ToR consists of two tasks. Task 1 – Project Public consultation and information sharing and Task 2 - Assess beneficiary satisfaction with citizen engagement mechanism.

The objective of consulting assignment under:

• Task 1 is to conduct consultations with an aim of informing the public/stakeholders on current and future activities in the frame of the project, identify risks, receive their feedback, and determine key aspects of concern. In addition, to assess the level of stakeholder interest and support for the project and to enable stakeholders’ views to be taken into account in project design and environmental and social performance.
• Task 2 is to inform the result of efficiency of the completion of Nurek Hydropower Rehabilitation Project Phases I by evaluation of the level of satisfaction among beneficiaries regarding the citizen engagement mechanism employed as part of the project.

OJSC “Barqi Tojik” now invites eligible consulting companies to indicate their interest in providing the above mentioned services. Interested companies must provide information indicating that they are qualified to carry out the mentioned services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consulting Company will be selected in accordance with the Consultant’s Qualifications Selection (CQS) procedures in accordance with Section VII, paragraphs 7.11 and 7.12 of “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15 and 3.16 of the World Bank’s Procurement Regulations, setting forth the World Bank’s policy on conflict of interest. For details on evaluation criteria Consultants shall refer to the ToR clause no.7.

Expressions of interest must be prepared in English language (with preferrable translation to Russian) and delivered electronically to the email below, by 17:00 (Dushanbe local time) on June 26, 2025.
