Assignment Title: Procurement of a firm which provides consulting services to enhance service provision in 18 Model one stop service Centres
The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) to ensure a systemic, effective and sustainable delivery of public employment services, current governance and service delivery in Ethiopia have been restructured and clearly defined. The structure of Public Employment Services consists of five main levels: (i) Federal Ministry of Labor and Skills; (ii) Regional/city administration MoLS respective office; (iii) zonal/sub-city MoLS office; (iv) woreda and city MoLS structure; and (v) Job Centres as a single point of service delivery at the local level. The job centers will act as a single-window of service delivery for all job seekers either (i) looking for wage-employment
The objective of the service:
The Ministry of Labour and Skills (MoLS), in collaboration with the World Bank, is planning a pilot project to build the capacity of 18 one stop service centres (OSSCs), in different locations around the country. As part of the Urban Productive Safety Net and Jobs Project (UPSNJP) 18 Model OSSCs have been built and refurbished in Addis Ababa, Oromia, Amhara, South Ethiopia, Sidama, Harar and Dire Dawa. The objective of this assignment is to equip the staff of those 18 OSSCs with the necessary skills needed to provide quality employment services to job seekers and employers. Below is the list and locations of these Centres. .
The service provider is expected to collaborate closely with MoLS, regional bureau, cities and OSSCs staff for the successful implementation and contribute to learning and analyzing lessons learnt for the next roll out of the youth employment activities.
The consultants is expected to implement this project in line with the Project Implementation Manual, guideline and Project Appraisal Document and other relevant UPSNJP project documents
The estimated implementation period for the assignment is 1 year.

The Ministry of Labor and Skill now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with Consultant Quality and cost based Selection (QCBS) method set out in the Procurement Regulations.
