Assignment Title: Consultancy Service for Developing the Ethiopian National Disaster Risk Communication and Awareness Raising Strategy

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Flood Management Project and intends to apply part of the proceeds Consultancy Service to Develop a Comprehensive Community-Based Flood Preparedness and Response Guide.

General Objective

The primary objectives of this assignment are as follows:

  • To conduct a thorough assessment of the existing disaster risk communication framework in Ethiopia.
  • To develop an integrated, and evidence-based national disaster risk communication and awareness raising strategy aligned with national priorities and international efforts aimed at targeting diverse communities throughout Ethiopia.
  • To identify key stakeholders and their roles in disaster risk communication and awareness.
  • To describe the process of providing reliable and effective communication among stakeholders participating in disaster risk management.

Scope of Service:

  • Conduct a desk review to familiarize with the existing national and regional disaster risk management policies, strategies, and plans in Ethiopia.
  • Identify and assess the current capacities, resources, and expertise available for disaster risk communication and awareness.
  • Conduct stakeholder mapping and consultation to identify key actors and their engagement in disaster risk communication and awareness.
  • Develop a clear and concise national disaster risk communication and awareness raising strategy that includes goals, objectives, target audiences, roles and responsibilities, resources needed, key messages, media platforms, and communication channels with gender sensitive approach.
  • Recommend a monitoring and evaluation framework to assess the effectiveness and impact of the strategy.
  • Provide a roadmap for capacity-building activities to strengthen the implementation of the strategy.
  • Develop an implementation roadmap with clear activities, timelines, responsibilities, and resource requirements
  • Develop innovative and culturally appropriate awareness raising materials, such as brochures, posters and videos.
  • Produce and distribute prepared awareness raising brochures and posters in five major languages in the country.
  • Disseminate the developed disaster risk communication and awareness raising strategy with key national, regional, zonal and District stakeholders through workshops, training sessions and consultations, and provide training materials, strategy summary and dissemination progress reports.
  • Develop and implement culturally sensitive public awareness raising campaigns on DRM including major hazards alike flood, drought and landslide utilizing radio, television, and social media platforms targeting diverse audiences across the rural and urban areas of Ethiopia. The awareness creation campaign can be by using Amharic, Afan Oromo, Somali, Afar and Tigrigna languages.
  • Prepare Monitoring and Evaluation Reports on the effectiveness of the implemented disaster risk communication and awareness raising strategy and conducted campaigns.

The Ethiopian Disaster Risk Management Commission now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are:

  • Core Business (Areas of Expertise)
  • Years in Business
  • Experience in Similar Assignments
  • Technical and Managerial Capability

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

The attention of interested consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 , revised November 2017, July 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultancy firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the selection based on Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
