Riigihanke esemeks on Tallinna Haigla projekteerimine ja projekteerimise projektijuhtimine kooskõlas riigihanke alusdokumentides sätestatuga (edaspidi projekteerimistöö). Projekteerimistöö ja projekteerimise projektijuhtimise tulemusel valmib ehitusprojekt ehitusseadustiku tähenduses ehitustööde tellimiseks (hankimiseks). Projekteerimistöö tehniline kirjeldus on esitatud riigihanke alusdokumentide lisas 1 (tehniline kirjeldus) ja lisas 2 (BIM tehniline kirjeldus).
Tallinna haigla projekteerimise näol on tegemist Tallinna linna ja Euroopa Liidu poolt ühiselt rahastatava projektiga ning kui Euroopa Liidu poolt ei rahuldata rahastamise taotlust, siis hankija ei sõlmi riigihanke tulemusel hankelepingut ning riigihange lõpetatakse.

Hankija ei ole riigihanget osadeks jaganud, sest hankijal ei ole otstarbekas lubada teostada haigla kui tervikliku hoone projekteerimist osade kaupa kuna selline tegevus muudab nõuetekohase lepingu täitmise nii hankija kui ka täitjale ülemäära keerukaks ning osadeks jaotamine muudab hankijale lepingu ebamõistlikult kulukaks.

Muutus eelprojekti esitamise tähtaeg. Lepingu muutmine on tingitud tellijast ja töövõtjast sõltumatute detailplaneeringu ja transpordiskeemi muudatustest ning vajadusest projekteerida riigihanke alusdokumentides mitte sisaldunud lisapinda.

Lepingu muutmine on tingitud tellijast ja töövõtjast sõltumatute detailplaneeringu ja transpordiskeemi muudatustest ning vajadusest projekteerida riigihanke alusdokumentides mitte sisaldunud lisapinda. Tehniliselt ei ole võimalik teenust juurde tellida teiselt projekteerijalt tulenevalt projekteeritavate lahenduste koostoimimise vajadusest.
