Service Engineering and Service Management Support
Place of performance will focus on the EUSPA HQ in Prague, GSA site in Toulouse and EC in Brussels. Tasks may be performed at contractor"s premises with missions within Europe and to North America/Asia.
This specific contract implements Framework Contract (FWC) No GSA/OP/05/20/Lot6 – ‘Support to Service Engineering and Service Management’, signed by the contracting authority and the contractor on 22 October 2021. The subject matter of this lot may include service engineering and mission management support, support to European space programmes evolutions, certification engineering support to European space programmes, standardisation support, service performance support for European space programmes for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

Within 2 months of the notification of the modification to the contract, an appeal may be lodged to the review body in heading VI.4.1. You may submit any observations concerning the modification to the contract to the contracting authority indicated in heading I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see ). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.

The subject matter of this lot may include service engineering and mission management support, support to European space programmes evolutions, certification engineering support to European space programmes, standardisation support, service performance support for European space programmes for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.
— Art. 2.1: Extension of the validity of the contract top 31 October 2023;
— Art. 3.1: Increase in price from EUR 3 091 850,00 to EUR 3 588 358,70;
— Modification of the reporting and payment schedule of Article 4.1 and Annexes SC.I and SC.II of SC1.
The value of the modifications to the specific contract does not exceed 50 % of the initial SC value. The modifications were brought by circumstances that a diligent contracting authority could not foresee. In particular, the extension of the validity of the SC until 31 October 2023, and the resulting price increase, was necessary for the proper allocation of resources to the new (follow-up) specific contract, in view of the need to ensure synergies of the resources allocated to the current and upcoming tasks of the Agency, which were to be assigned to EUSPA via Contribution Agreements on IRIS2, SST and Copernicus Security (CAs). As at the time of the specific contract expiry these CAs were at a stage of finalisation, the present specific contract was extended so that the new specific contract could cover also the new CAs tasks in an optimised/synergised manner. The amendment is in line with Article 172(2) and 172(3)(b) FR (Regulation (EU, Euratom) No 1046/2018 as amended).
