Provision of Support Services to GSA for Activities Related to Downstream Space

Place of performance will focus on the EUSPA HQs in Prague and the EC in Brussels and the contractor"s premises, with missions across Europe and the EC in Brussels.

The specific contract implements Framework Contract GSA/OP/05/20/Lot11 – ‘Provision of Support Services to EUSPA for Activities Related to Downstream Space’ signed between the contracting authority and the contractor on 20 October 2021. The subject matter of this lot may include market development support to core tasks, support to user uptake and user coordination provision of operational support to implementation of activities delegated from the European Commission to EUSPA in the area of user uptake and coordination in Copernicus and GovSatcom, development of downstream activities and development of innovative and competitive EU space sector; and market development support requiring access to PRS information for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

Within 2 months of the notification of the modification to the contract, an appeal may be lodged to the review body in heading VI.4.1. You may submit any observations concerning the modification to the contract to the contracting authority indicated in heading I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.

The specific contract implements Framework Contract FWC GSA/OP/05/20/Lot11 – ‘Provision of Support Services to EUSPA for Activities Related to Downstream Space’ signed by the contracting authority and the contractor on 20 October 2021. The subject matter of this lot may include market development support to core tasks, support to user uptake and user coordination provision of operational support to implementation of activities delegated from the European Commission to EUSPA in the area of user uptake and coordination in Copernicus and GovSatcom, development of downstream activities and development of innovative and competitive EU space sector; and market development support requiring access to PRS information for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

— Art 2.2: Extension of the validity of SC4 to 31 December 2023;

— Art 3: Increase in price from EUR 1 000 000,00 to EUR 1 500 000,00; reimbursement of travel expenses, accommodation costs and daily subsistence allowance for missions up to a total maximum amount of EUR 16 332,50;

— Modification of the reporting (on quarterly basis) and payment schedule of Article 4.1 and of Annexes SC.I and SC.II.

The extension of the validity of the SC until 31 December 2023, and the resulting price increase, was necessary for the proper allocation of resources to the new (follow-up) specific contract, in view of the need to ensure synergies of the resources allocated to the current and upcoming tasks of the Agency, which were to be assigned to EUSPA via Contribution Agreements on IRIS2, SST and Copernicus Security (CAs). As at the time of the specific contract expiry these CAs were at a stage of finalisation, the present specific contract was extended so that the new specific contract could cover also the new CAs tasks in an optimised/synergised manner. Furthermore, in November 2023 the User Consultation Platform event is planned to take place and the contractor’s support is needed on a continuous basis for the preparation and follow-up in December.
