Provision of Project Management and Control Support

Place of performance will focus on the EUSPA HQ, Prague, GSMC sites, France and Spain, Toulouse, EC in Brussels and the contractor"s premises with missions across Europe.

This specific contract implements Framework Contract (FWC) No GSA/OP/05/20/Lot10 – ‘Provision of Management and Control Support of European Space Programmes’, signed by the contracting authority and the contractor on 21 October 2021. The subject matter of this lot may include schedule management, cost management, risk management, reporting, project support, review management, asset management, and configuration and document management for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

Provision of Project Management and Control Support

Within 2 months of the notification of the modification to the contract, an appeal may be lodged to the review body in heading VI.4.1. You may submit any observations concerning the modification to the contract to the contracting authority indicated in heading I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.

This specific contract implements Framework Contract (FWC) GSA/OP/05/20/Lot10 for the provision of management and control support of European Space programmes, signed between the contracting authority and the contractor on 21 October 2021.The subject matter of this lot may include schedule management, cost management, risk management, reporting, project support, review management, asset management, and configuration and document management for the GSA and for the European Commission, which also acts as contracting authority for certain tasks of this lot.

— Art. 2.1: Extension of validity of the contract until 31 October 2023;

— Article 3.1: Increase in price from EUR 2 053 500,00 to EUR 2 604 387,94. Reimbursement of travel expenses, accommodation costs and daily subsistence allowance for missions in line with Article I.4 of the FWC and up to a total maximum amount of EUR 11 837,00. In addition to the maximum total price, no other reimbursable expenses are foreseen;

— Modification of the reporting and payment schedule of Article 4.1 and of Annexes SC.I and SC.II of SC1.

The value of the modifications to the specific contract does not exceed 50 % of the initial SC value. The modifications were brought by circumstances that a diligent contracting authority could not foresee. In particular, the extension of the validity of the SC until 31 October 2023, and the resulting price increase, was necessary for the proper allocation of resources to the new (follow-up) specific contract, in view of the need to ensure synergies of the resources allocated to the current and upcoming tasks of the Agency, which were to be assigned to EUSPA via Contribution Agreements on IRIS2, SST and Copernicus Security (CAs). As at the time of the specific contract expiry these CAs were at a stage of finalisation, the present specific contract was extended so that the new specific contract could cover also the new CAs tasks in an optimised/synergised manner. The amendment is in line with Article 172(2) and 172(3)(b) FR (Regulation (EU, Euratom) No 1046/2018 as amended).
