3、Qualification Requirements For Bidder
Qualifications or Performance:3.1.1
The Bidder shall be an independent legal person or other organization complying with the provisions of the Bidding Law of the People"s Republic of China. Domestic Bidders shall submit business license or legal person certificate; overseas Bidders shall submit local registration documents.
3.1.2
Original or duplicate copy of bank credit certificate issued by the Bidder"s depository bank within three months prior to the bid opening date.
3.1.3
The Bidder shall warrant that the export of its equipment and software fully complies with applicable international and Chinese laws and regulations, and shall assist in completing all necessary import and export licensing formalities.
3.1.4
For domestic products under this Project, only product manufacturers are eligible to bid. For overseas products, bids are acceptable from either product manufacturers or authorized agents. Where the Bidder is an agent of the tendered goods, a valid authorization letter issued by the original equipment manufacturer shall be submitted; the manufacturer and its authorized agent shall not participate in the same bidding simultaneously.Overseas suppliers outside China Customs territory shall quote on DAP basis only; domestic suppliers within China Customs territory shall quote on DDP basis only. If an overseas supplier intends to entrust an agent for bidding, such agent shall be an overseas entity outside China Customs territory and quote exclusively on DAP terms.Bidders supplying goods and services from outside China Customs territory shall possess the capability to execute foreign trade contracts directly with the Tenderer or its designated authorized foreign trade agent.

3.1.5
Consortium bidding is not acceptable for this Project.
3.1.6
Upon being awarded the bid, the successful Bidder shall enter into a written contract in accordance with the bidding documents and its submitted bid proposal, and shall not append any unreasonable clauses or impose extra requirements on the Tenderer.
3.1.7
The Bidder and the manufacturer of the tendered goods shall have no material illegal records in business operations over the past year, no records of fraudulent bid winning via improper competition, no major economic criminal cases, and no instances of contract termination or adverse court judgments as a respondent resulting from its own breach of contract, illegal acts or violations of business ethics.
3.1.8 Performance Requirement
The Supplier shall provide sales records proving that the original-manufactured equipment of identical brand and model has achieved a global cumulative sales volume of no less than FIVE (5) units from January 1, 2023 to the present (based on contract signing date). Submission shall specify equipment delivery date, corresponding client name (client code is acceptable in lieu of full legal name) and order quantity per transaction.During bidding, key pages of purchase orders, sales contracts or user acceptance certificates and equivalent supporting documents shall be furnished. A written undertaking stating "All information provided herein is true and authentic; the undersigned shall bear corresponding legal liabilities if any information is inconsistent with facts" must be attached, duly signed by authorized representative and affixed with the Bidder"s official corporate seal. The Tenderer reserves the right to inspect original performance certification documents whenever necessary.In addition to the aforesaid supporting papers, the Bidder shall submit a letter of undertaking on authenticity of performance in the format specified in the bidding documents.
3.1.9
The Bidder shall submit an enterprise basic information sheet, which may include as applicable detailed entity nature, registration particulars, business scope, industry qualification certificates (copies required), and other supporting documents evidencing the Bidder"s capability to fulfill the tender obligations. All documents shall be sealed with the Bidder"s official company seal to certify authenticity and accuracy of information.
3.1.10
To evidence compliance with all aforementioned qualification criteria, the Bidder shall submit required supporting certification documents within its bid file as specified.
