3.1 Qualifications Required for Bidders
1)Overseas bidders shall provide valid registration certificates issued in accordance with the laws of their registered countries/regions.
2)Domestic bidders shall provide valid business licenses of legal entities.
3)Bidders shall submit the configuration list of the tendered equipment.
4)Bidders must be either manufacturers of the tendered products or agents duly authorized by the manufacturers. If the supplied goods are not manufactured by the bidder themselves, an official authorization letter issued by the manufacturer shall be submitted (see Volume I of Documents for International Competitive Bidding for Mechanical and Electrical Products). Bids authorized by general distributors, regional distributors or other secondary agents of manufacturers in China shall not be accepted, nor shall bids authorized by representative offices or liaison offices without independent legal person qualification. Original manufacturer authorization certificate is required.
5)Bidders shall provide the original or scanned copy of the bank credit certificate issued by their opening bank within three months prior to the bid opening date. If the credit certificate clearly states that copies are invalid, the original shall be submitted. The tendering agency reserves the right to verify the original document. For enterprises registered within mainland China, they shall also provide scanned copy of bank account opening license affixed with official seal, original basic account information certificate, bank deposit account information, bank seal specimen card, application form for corporate bank settlement account or other equivalent supporting documents.
6)Bidders shall provide sales performance records of the tendered products in the past 3 years (from January 1, 2023 to the bid closing date) with the bidder as the main sales entity. A list of sales contracts and key pages of representative major contracts shall be attached as proof materials, including but not limited to the cover page, procurement content page and sealed signature page of contracts.
3.2 Joint Venture Bidding
Joint bidding is not accepted.
3.3 Registration Requirement
Potential bidders who fail to complete registration and purchase tender documents at Guangdong Machinery & Electric Equipment Tendering Co., Ltd. are not eligible for bidding.
