3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 For overseas enterprises, provide relevant documents registered at the address of the main manufacturing facility in accordance with the laws of that country (region); for domestic enterprises, submit a copy of the business license of the legal representative of the enterprise (stamped with the official seal).
3.2 If the bidder acts as an agent, it shall obtain: (1) the original formal authorization letter from the goods manufacturer or the manufacturer"s legally authorized institution in the China region agreeing to its provision of the goods in this tender; or (2) the original formal authorization letter from the general agent in the China region agreeing to its provision of the goods in this tender, along with a copy of the authorization letter from the goods manufacturer to the general agent in the China region; or (3) the original formal authorization letter from the regional agent in the project area agreeing to its provision of the goods in this tender, along with copies of the authorization letters from the goods manufacturer to the regional agent and from the general agent in the China region, ensuring the integrity of the authorization chain. If the bidder acts as the manufacturer itself in the tender, it shall not authorize its agent to participate in the tender.
3.3 A credit certificate issued by the bidder"s account-opening bank within three months prior to the bid opening date.
3.4 The bidder shall submit a confidentiality commitment letter.
3.5 Bidders who fall under any of the following circumstances shall not participate in the bidding:
1) Legal entities or other organizations with a conflict of interest that may compromise the fairness of the bidding process shall not participate in the tender;
2) Legal entities or other organizations entrusted to participate in preliminary project consultations and the preparation of tender documents shall not bid on the entrusted project, nor shall they prepare tender documents or provide consulting services for the project"s bidders.
3) Different suppliers with the same legal representative or those maintaining controlling or managerial relationships shall not bid jointly on the same tender project (package), except when forming a consortium for bidding.
4) No legal entity or other organization that has not obtained the tender documents shall participate in the bidding.
3.6 This project does not accept bids from consortia.
