3、Qualification Requirements For Bidder
Qualifications or Performance:*(1) The Bidder shall complete and submit relevant documents in accordance with the requirements of Form IV-9 Qualification Documents in Chapter 4 of Volume I of the Bidding Documents.
*(2) For bidders whose bid products originate outside the Chinese Customs Territory, the Bidder shall be either the original manufacturer, or an agent directly authorized by the manufacturer.
If the imported goods have not entered the Chinese Customs Territory prior to bid opening, the Bidder shall be an enterprise registered outside the Chinese Customs Territory.
If the imported goods have already entered the Chinese Customs Territory prior to bid opening, the Bidder shall be an enterprise registered within the Chinese Customs Territory.
Agents participating in the bidding shall meet the following requirements:① The Bidder shall provide an official authorization letter issued by the manufacturer exclusively for this bidding, specifying the scope and term of authorization. The authorization shall be sole and exclusive. No secondary authorization is permitted. The authorization letter shall clearly state the contact person and contact information of the manufacturer. The manufacturer shall make a written commitment to bear primary liability for product quality and after-sales services, and to coordinate the resolution of major matters arising during project execution.② The Bidder shall have been legally registered locally for at least three years as of the bid opening date, and shall submit copies of valid registration certificates including business license.③ Within three years prior to the bid opening date, the Bidder shall possess sales performance of similar products in at least two different years. The Bidder shall submit copies of contracts or purchase orders (at least two copies from different years) or user certification documents, signed or sealed by the Bidder"s authorized representative.
*(3) For bidders whose bid products originate within the Chinese Customs Territory, the Bidder shall be the original manufacturer, and agents are not accepted.If the product origin is outside the Chinese Customs Territory, all major valve components including valve body, disc, seat, seal, pilot valve, backflow preventer and spring shall be of overseas origin. The Bidder shall provide material certificates issued by the original foundry. Assembly and testing of the valve and all valve accessories shall be completed exclusively at the manufacturer"s plant; off-site assembly and testing shall not be accepted. Upon delivery after award, the Bidder shall provide a Certificate of Origin issued by the national chamber of commerce or official authority of the country where the head office of the final product manufacturer is located.
*(4) From January 1, 2015 to the bid closing date, the safety valve model bid for this project shall have supply and successful operation performance of no less than three years on domestic fully-contained LNG storage tanks with a volume of 160,000 m3 or above.The Bidder shall enclose a performance list in the bid documents, which shall cover the exact product model bid in this tender. The performance list shall include transaction quantity, product specifications and technical parameters, user name and location, contract signing date, contact person and other relevant information. Copies of contracts (price information may be omitted) and user certification documents shall also be provided.
*(5) The Bidder shall not have its bidding qualification suspended or revoked on the China Petroleum Bidding and Tendering Website (www.cnpcbidding.com).In accordance with the Measures for Administration of Dishonest Acts of Bidders of China National Petroleum Corporation, bidders with 8 dishonesty points shall have their bidding qualification suspended for six months; those with 9 points shall be suspended for one year; those with 10 points shall be suspended for two years. Bidding qualification shall be restored upon expiry of the suspension period, and accumulated dishonesty points within the validity period shall remain valid. Bidders with over 10 dishonesty points or those who commit dishonest acts again during suspension shall have their bidding qualification revoked for three years.The above provisions shall be subject to the on-site inquiry results of the Bid Evaluation Committee on the official website.
*(6) The Bidder shall not be included in the blacklist of suppliers, contractors and service providers of CNPC Group.(The blacklist of CNPC suppliers, contractors and service providers is accessible on www.cnpcbidding.com.)The above provisions shall be subject to the on-site inquiry results of the Bid Evaluation Committee on the official website.
*(7) Within one year prior to the bid opening date, any Bidder that has filed one or more invalid appeals against bid evaluation results in bidding activities organized by China Petroleum Materials Corporation (including appeals deemed as inadmissible, rejected, or with original evaluation results maintained upon disposal by CNPC Electromechanical Office) shall have its bid rejected.
*(8) The Bidder shall submit the original bank credit standing certificate issued by the depository bank within three months prior to the bid opening date, or a copy of the original certificate signed or sealed by the Bidder"s authorized representative.
*(9) Other valid qualification certificates as required in Chapter 8.
