3.1 Meet the requirements of "2. Qualified Bidders" in Chapter 1, Instructions to Bidders, Volume 1 of the bidding documents;
3.2 Bidders shall possess the qualifications of an independent legal entity (for domestic bidders) or have completed business registration (for overseas bidders);
3.3 Agents participating in the bidding shall obtain the sole authorization from the equipment manufacturer for this project;
3.4 Performance requirements: The equipment recommended by the bidder should be mature and reliable, with a total number of applications of no less than 2 units both domestically and internationally. A list of users (including purchase contracts) should be provided;
3.5 The bidder shall have good bank credit and business reputation, and shall not be in a state of being ordered to suspend operations or bankruptcy, and its assets shall not be reorganized, taken over, or frozen. The bidder shall provide the original or a copy of the bank credit certificate issued by the bank where its basic account was opened within 3 months prior to the bid opening date;
