Qualifications or Performance:3.1 Qualifications to be Possessed by Bidders
1)For overseas bidders: Relevant registration certificates issued in the place of business in accordance with the laws of the country (region);
2)For domestic bidders: A valid Enterprise Legal Person Business License shall be provided;
3)Bidders shall submit the configuration list of the tendered equipment;
4)The bidder must be the manufacturer of the tendered products or an agent authorized by the manufacturer. If the goods supplied under the contract are not manufactured by the bidder, the bidder shall provide the official authorization letter issued by the manufacturer (see Volume I of International Competitive Bidding Documents for Mechanical and Electrical Products Procurement for the format).Bids authorized by the manufacturer"s general China agent, regional agent or other agents shall not be accepted; bids authorized by representative offices, liaison offices and other institutions without independent legal person qualification shall not be accepted. The original manufacturer"s authorization certificate is mandatory;
5)The bidder shall provide the original bank credit certificate issued by its opening bank within three months prior to the bid opening date, or a scanned copy of the original. If the credit certificate is clearly marked "Copy Invalid", the original shall be provided mandatorily, and the tendering agency reserves the right to verify the original document.For enterprises registered within China, the bidder shall additionally provide one of the following materials: scanned copy of the Account Opening Permit issued by the People"s Bank of China (affixed with official seal), original bank credit certificate indicating basic account information, basic deposit account information (bank format or bank seal specimen), filed bank seal card (scanned copy affixed with official seal), Application for Opening Corporate Bank Settlement Account (scanned copy affixed with official seal), or other supporting documents;
6)Bidders shall provide sales performance of the tendered products in the recent 3 years (January 1, 2023 to the bid closing date), with the bidder as the performance entity. The bidder shall provide the list of sales performance contracts of the tendered products, as well as key pages of representative high-value contracts in scanned copies, including but not limited to the first page of the contract, procurement content page, and sealed page of both parties.
3.2 Acceptance of Consortium Bidding: Not accepted.
3.3 Potential bidders who have not completed registration and purchased tender documents at Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not be allowed to participate in the bidding.
