Electronic Document SubmissionElectronic documents shall be submitted online via the East China University of Science and Technology Procurement and Bidding Management System (https://czzx.ecust.edu.cn/index.htm). Before the deadline for submission of bidding documents, suppliers shall use their CA digital certificates and dedicated software tools to prepare encrypted electronic bidding/response documents in accordance with the platform"s instructions and upload them to the system. Suppliers must complete enterprise real-name authentication before submitting bidding/response documents. Enterprise real-name authentication is done via digital certificates. After obtaining a digital certificate, suppliers shall log into the system, go to System → My Information, and bind their enterprise digital certificate.
Opening of Bidding/Response DocumentsThe opening of bidding/response documents shall be conducted online via the East China University of Science and Technology Procurement and Bidding Management System (https://czzx.ecust.edu.cn/index.htm). Suppliers shall log into the system with their CA digital certificates to attend the bid opening and decrypt their bidding/response documents within the specified time. Suppliers must log into the system to sign in within one hour before the submission deadline. Documents shall be decrypted and opened within one hour after the submission deadline (late opening is not allowed).
Preparation of Bidding/Response DocumentsFirst, ensure that Microsoft Office 2010 or a later version is installed and that the valid CA certificate is inserted into the computer. Import the downloaded procurement documents into the bidding document preparation tool to read the documents, prepare bidding/response documents, apply electronic seals, create scoring indexes, and encrypt the files.
Suppliers log into the system with their account, find the relevant project under My Participating Projects, click Download Documents / Respond in the navigation bar, and upload the bidding documents. Before the opening time starts, suppliers may Withdraw Documents or Re-upload Documents. A Download Receipt serves as proof of successful upload. After submission, suppliers shall perform a simulated decryption on their computers before the bid opening deadline. Any failure to decrypt documents after the bid opening deadline due to failure to conduct simulated decryption shall be at the supplier"s own risk.
Bidders shall successfully complete free registration on the Electronic Transaction Platform for Mechanical and Electrical Products Tendering and Bidding (website: http://www.chinabidding.com) before the bid submission deadline specified in the tender documents. Otherwise, bidders shall not be allowed to participate in the tendering procedures, and shall bear all consequences arising therefrom.
