Overview:Sinochem Commerce Co., Ltd. (the Tendering Agent), entrusted by Erzhong (Deyang) Heavy Equipment Co., Ltd. (the Tenderee), hereby invites bids from eligible Bidders for the supply of the following product and related services via international competitive bidding:
One (1) set of New 70t Large Electroslag Remelting Furnace

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Any legal person or other organization from the People"s Republic of China or from a country or region that has normal trade relations with the People"s Republic of China are eligible to bid. The Bidder must be the manufacturer of the subject goods.
(2) The Bidders shall possess a Business License (or Certificate of Incorporation), an operating permit or any equivalent supporting document;
(3) Performance requirement: From January 1, 2016 to the present, the Manufacturer shall have at least one (1) similar performance record (for 70t or above capacity). A performance list and relevant supporting documents must be provided (the list shall indicate the sales date, quantity, goods name and end-user, etc.).
(4) The Bidder and its legal representative (or responsible person) shall not be listed as a defaulter or subject to enforcement for trust-breaking; the Bidder and its legal representative (or responsible person) shall have no criminal record for bribery. Otherwise, its bid will be invalid.
(5) A domestic Bidder shall provide a bank credit certificate (which must at least include the Bidder"s credit status) issued by its account-opening bank within three (3) months prior to the bid opening date. The original or a copy is acceptable;
(6) The Bidder shall not be managed under the blacklist of Sinomach, Sinomach Heavy Equipment, or the Tenderee. The Bidder shall not be listed on export control and economic sanctions lists of the United Nations, relevant international organizations, China, or any other country or region (a Commitment Letter is required);
(7) Consortium bidding is accepted for this Project. For consortium bidding, the following conditions shall be met simultaneously: ① The consortium lead party shall be the main manufacturer of the equipment; ② The total number of consortium members shall not exceed two (2); ③ All consortium members shall sign a consortium agreement, specifying the lead party and the rights and obligations of each member; ④ No consortium member may bid independently in its own name or participate in another consortium for this Project; ⑤ For this Project, matters including bid registration, bid security submission, bid submission, and project implementation shall be handled by the lead party. Actions taken by the lead party shall be binding on all consortium members; ⑥ The consortium shall bear joint and several liability to external parties; ⑦ If the consortium wins the bid and is awarded the contract, all consortium members shall jointly sign the contract with the Tenderee, and the lead party shall be the primary responsible entity; ⑧ Each consortium member shall submit a separate quotation for its respective scope of supply. The Tenderee shall make corresponding payments to each consortium member according to the project schedule.
