3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Qualification Requirements for Bidders
1)Overseas bidders shall provide business registration documents legally issued in the country/region of incorporation;
2)Domestic bidders shall provide the Business License of Enterprise Legal Person;
3)Bidders shall submit the configuration list of the tendered equipment;
4)The bidder must be the manufacturer or an agent duly authorized by the manufacturer. Where the supplied goods are not manufactured by the bidder, the official authorization letter issued by the manufacturer shall be provided (in the format specified in Volume 1 of Bidding Documents for International Competitive Bidding of Mechanical and Electrical Products).Bids authorized by the manufacturer"s general agent, regional agent or any other sub-agent in China shall not be accepted; bids authorized by representative offices, liaison offices or other institutions without independent legal person qualification shall not be accepted. The original manufacturer authorization certificate shall be provided.
5)Bidders shall provide the original bank credit certificate issued by their account-opening bank within three months prior to the bid opening date, or a scanned copy of the original. If the credit certificate clearly indicates "invalid if copied", the original document must be submitted. The tendering agency reserves the right to examine the original document.For enterprises registered within mainland China, one of the following materials shall additionally be provided (scanned copy affixed with official seal): Account Opening Permit issued by the People"s Bank of China, bank credit certificate indicating basic account information, basic deposit account information, bank sealed specimen card, application for corporate bank settlement account opening, or other valid supporting documents.
6)Bidders shall provide sales performance of the tendered products in the latest 3 years (January 1, 2023 to the bid closing date), with the bidder as the performance entity.Relevant documents shall include the list of performance contracts and key pages of representative major contracts (scanned copies), covering without limitation the contract cover, procurement content page and sealed signature page.
3.2 Consortium Bidding: Not acceptable.
3.3 Any potential bidder who has not completed registration and purchased the bidding documents from Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not be entitled to participate in the bidding.
