Overview:The bidding project, Lot I of the Freight Equipment Procurement for the Changsha Airport Reconstruction and Expansion Project, has been approved for construction by the Civil Aviation Administration of China Central and Southern Region, the Hunan Provincial Development and Reform Commission, and the Hunan Provincial Department of Housing and Urban-Rural Development, as stated in the "Approval on the Preliminary Design and Budget Estimate of the Changsha Airport Reconstruction and Expansion Project (Airport Project)" (Civil Aviation Central and Southern Region [2021] No. 26). The construction funds have been secured. The project now meets the bidding conditions and is open for international public bidding.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legal person or other organization from the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China. Domestic bidders shall provide a photocopy of the duplicate of their valid business license, while overseas bidders shall provide a photocopy of their business registration certificate or other valid supporting documents.
3.2 If the bidder is a manufacturer located outside the People"s Republic of China or an authorized agent of such a manufacturer, the manufacturer must have a permanent service office or entrusted agency in China, capable of providing timely and effective after-sales service (at the project location). The bidder shall provide an introduction to the basic situation of the after-sales service agency and a photocopy of its business license. If the after-sales service agency is an entrusted agency, it must also provide an authorization letter for after-sales service issued by the manufacturer.
3.3 Qualification Requirements: This project allows manufacturers or authorized agents of manufacturers to participate in bidding. If an agent participates in bidding, it must provide a bidding authorization for the equipment (bulk cargo loader). For equipment of the same model from the same manufacturer, only one agent can be entrusted to participate in bidding (if the equipment manufacturer participates in bidding, it may not authorize another agent; if the bidder is an agent, the bidder must provide a special product agency authorization letter issued by the manufacturer for the equipment in this project, as well as a manufacturer"s after-sales service commitment letter; if there are two or more agents bidding for the same model of the same brand, the order of precedence shall be based on the time of receiving registration materials. When issuing the special product agency authorization letter, each bidder must consult the equipment manufacturer for relevant information, and the bidder shall bear the responsibility for any unsuccessful registration due to this reason); the equipment proposed to be supplied by the bidder must be included in the airport equipment notice published by the Civil Aviation Administration of China, and the information specified in the "Civil Airport Special Equipment Information Management System" https://adeqpt.caac.gov.cn/ shall prevail, with the status being normal.
3.4 Different units whose heads are the same person or have a controlling or management relationship shall not participate in bidding for the same project.
3.5 Reputation Requirements: Domestic bidders must not be entities listed as dishonesty and disobedience by the Supreme People"s Court, as verified by information obtained from the "Credit China" website (www.creditchina.gov.cn) or the "China Execution Information Disclosure Network" website (http://zxgk.court.gov.cn). Overseas bidders must be entities with good business reputation and no significant records of illegal activities (self-committed by the bidder).
3.6 This bidding does not accept bids from consortia.
