The Government of China has applied for financing in the amount of US$ 10,091,743 equivalent from the Global Environment Facility (GEF) towards the cost of Pathways for Decarbonizing Transport towards Carbon Neutrality in China. The proposed project will develop policy, strategy, analytical tools and technical standards at the national level to enhance the national policy framework, establish national and sub-national roadmaps, and pilot emerging technologies in selected provinces, to decarbonize transport towards carbon neutrality.
The Project consists of the following parts:
Part 1: National Roadmap and Policy Framework towards Carbon Neutrality
Providing technical and analytical support to MOT for the development of: (a) a national roadmap for transport decarbonization; (b) national policies and technical standards for decarbonizing transport; (c) an accounting and evaluation framework for transport emissions; (d) a methodology to assess life-cycle carbon emissions from construction, operation, and maintenance of road and waterborne transport infrastructure.
Part 2: Pilot Implementation towards Transport Carbon Peaking and Neutrality in Selected Provinces through Technical Assistance
2.1 Providing technical and analytical support to Shandong Province for developing: (a) a roadmap and strategy for transport decarbonization in support of carbon peaking; (b) a near zero-emission strategy for Shandong Ports; (c) strategies for energy efficiency improvement and clean energy use of vessels; and (d) technical guides on hydrogen fuel cell electric vehicles.
2.2 Providing technical and analytical support to Henan Province for developing: (a) a roadmap and strategy for transport decarbonization in support of carbon peaking; (b) integrated low carbon rural-urban passenger and freight services; and (c) near-zero emission bus depots and terminals.
2.3 Providing technical and analytical support to Jiangsu Province for developing: (a) a roadmap and strategy for transport decarbonization in support of carbon peaking; (b) agreen mobility platform; and (c) a near-zero emission strategy at Yancheng Port.
Part 3: Capacity Building
Carrying out: (a) knowledge exchange on transport innovations for decarbonization, (b) relevant workshops and training; and (c) relevant knowledge management activities.
Part 4: Project Management, and Monitoring and Evaluation
Supporting day-to-day Project management and monitoring and evaluation at the national and provincial level
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the , the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023. (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection.
